3 extensions but construction is not yet completed

(QNO) - The DH6b.DX route project connecting the old Highway 129 (now Vo Chi Cong Street) to Duy Hai Resettlement Area (Phase 1) is about 3km long. After many years of construction and time extension, it is still not completed, causing frustration among the people.

People are upset

Mr. Nguyen Van Ba's house (born in 1954, Tay Son Dong village, Duy Hai commune, Duy Xuyen) has a coffee shop located at the intersection between DH6b.DX route and Thanh Nien road. Since 2021, when the DH6b.DX route project connecting Vo Chi Cong street to Duy Hai resettlement area (phase 1) with a road width of 20.5m with a 2m wide median strip, and sidewalks on each side of the road more than 6m wide, started construction, Mr. Ba and local people knew that the project would be completed in less than 1 year, so they were very excited.

However, up to now, after nearly 3 years, the project is still unfinished, the investment roads are not synchronized, there are still many points that have not been constructed. Right in the area in front of Mr. Ba's coffee shop, it is muddy in the rainy season, and dusty in the dry season.

"This road has been built for too long, some parts are available, some are not, and there are no street lights. It is very dangerous for children going to school and workers going home from work. So we hope the government will soon complete the project and synchronize the auxiliary works as previously informed so that people will stop being confused," said Mr. Ba.

Mr. Ho Nhay (born in 1949, Tay Son Dong village, Duy Hai commune, Duy Xuyen) said that the short road section, which has been under construction since 2021, has not been completed, making the people here very upset. A road under construction with up to 5 unfinished points is like a bottleneck. The unsynchronized infrastructure also makes it difficult for people to travel, lurking with the risk of accidents.

"Just yesterday (December 25), in my neighborhood, Mr. Quang was on his way home from work when he had an accident. His car was completely wrecked, but luckily no one was hurt. There have been many traffic accidents on this road, with people breaking their legs and arms. Therefore, I hope the government will soon complete the road so that people can travel with peace of mind," said Mr. Nhay.

3 times of extension request still unfinished

According to Mr. Tran Van Siem - Vice Chairman of Duy Hai Commune People's Committee, the project of route DH6b.DX connecting from Vo Chi Cong Street to Duy Hai resettlement area (phase 1) through the commune is invested by the Provincial Traffic Construction Investment Management Board, and has been implemented since 2021.

The project consists of 2 lanes, with a median strip, sidewalks, and lighting. Up to now, the construction units are trying to open the route to 1 lane. However, traffic is still difficult and unsafe.

Mr. Siem suggested: "The locality requests the investor to complete the road soon. And this is also the wish of the people in Duy Hai Resettlement Area because there is currently no smooth road from the main roads into this area. On the upcoming Lunar New Year, we hope the investor will complete it soon to ensure travel for the people."

On December 22, Duy Xuyen District People's Committee had a working session with the Provincial Traffic Construction Investment Management Board on compensation and site clearance for two projects: Road connecting Duy Hai Residential Area to Truong Giang Bridge and DH6.DX route connecting Vo Chi Cong Street to Duy Hai Resettlement Area (phase 1).

Accordingly, regarding the route from Vo Chi Cong Street to Duy Hai Resettlement Area, there is still a problem with the land of Mr. Tran Van Cu and Ms. Nguyen Thi Na's households, the section Km0+240 - Km0+340 because the resettlement site has not been arranged yet and the compensation, site clearance and resettlement plan is being re-established, so it will be discussed and resolved in April 2024. In addition, the project is still stuck at Km1+815 - Km1+970 of the Le family households and Km2+100 - Km2+710, adding 3,892m ² south of the road.

Previously, on December 8, the Provincial Traffic Construction Investment Management Board sent Document No. 1731/TTr-BQLGT to the Provincial People's Committee and the Department of Transport regarding the review and approval of the adjustment of the implementation time of the DX6.DX Route project connecting Vo Chi Cong to Duy Hai Resettlement Area (phase 1).

Specifically, the project construction status has completed the concrete road surface at the locations where the site was handed over. The construction value implemented up to the time of preparing the report was 29.1/48.84 billion VND, reaching about 60% of the value. To continue investing in construction, completing the route, promoting investment efficiency, and the project's objectives, the Provincial Traffic Construction Investment Management Board submitted for approval the project implementation period until 2024.

Speaking with reporters from Quang Nam Newspaper, a representative of the provincial Traffic Construction Investment Management Board said that the DH6.DX Route project connecting Vo Chi Cong Street to Duy Hai Resettlement Area (phase 1) was constructed by a joint venture of Quang Dai Viet Construction Joint Stock Company and Nghia Thanh Construction Company Limited.

The construction progress of the DH6.DX route project connecting Vo Chi Cong Street to Duy Hai Resettlement Area (phase 1) is 6 months, however, due to site clearance problems, this unit has requested an extension 3 times. It is expected that after the locality hands over the entire site for the project, this project will be completed in June 2024.
