On September 15 in Hanoi, the Ho Chi Minh National Academy of Politics coordinated with the Ministry of Public Security , the Ministry of National Defense, the Central Theoretical Council, and the Ministry of Science and Technology to organize the national scientific conference "Unlimited power and unpredictable challenges of artificial intelligence (AI) - Policy impacts and responses".

The workshop attracted nearly 400 delegates, including Party and State leaders, scientists, technology experts, research institutes and pioneering corporations and enterprises in the fields of science, technology and innovation, chaired by Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; General Luong Tam Quang, Politburo member, Minister of Public Security; Senior Lieutenant General Le Huy Vinh, Party Central Committee member, Deputy Minister of National Defense ; Comrade Nguyen Manh Hung, Party Central Committee member, Minister of Science and Technology.

The workshop is a forum for scientists , experts and leaders of state agencies to analyze the far-reaching impacts, unprecedented opportunities and risks of AI; at the same time, propose timely response policies, helping Vietnam master the technology, develop Vietnamese language AI models and create a sustainable AI environment, serving the interests of the nation, community and society.

According to General Luong Tam Quang, Politburo member and Minister of Public Security, AI is a key technology of the fourth industrial revolution, capable of changing the global order and is therefore highly valued by countries, especially large countries. With a strategic vision, our Party has issued Resolution No. 57-NQ/TW, considering science and technology, innovation and national digital transformation, including AI, as the golden key to help the country overcome the middle-income trap, push back the risk of economic lag and achieve the strategic goal of becoming a developed country with high income by 2045; identifying the development of strategic technology, including artificial intelligence technology, as a top important breakthrough, the main driving force for the rapid development of modern productive forces, innovation of national governance methods, and socio-economic development.

In his opening speech, Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, said that the workshop is an opportunity for leaders, scientists, experts and businesses to analyze the impacts, opportunities and unpredictable risks of AI, thereby proposing policies to help Vietnam master the technology, develop Vietnamese AI models, and build a humane, safe and effective AI ecosystem.

He emphasized that in the context of the world witnessing both strong competition and close cooperation in the development and application of AI, national positioning in the field of AI, in building a humane, safe and effective AI ecosystem is an urgent requirement for Vietnam not to fall behind in the process of integration into the global digital space; at the same time, he noted that technology is only a tool, people are the goal and the deciding factor.

Speaking at the workshop, Minister of Science and Technology Nguyen Manh Hung emphasized that AI is a great opportunity for Vietnam to become a developed country with high income, so it is necessary to seize this opportunity, focus all resources to AI Vietnam, to double Vietnam's intelligence, increase labor productivity, double-digit economic growth, increase national competitiveness, improve national governance capacity and better protect Vietnam. According to Minister Nguyen Manh Hung, the manifesto on AI Vietnam is: Humanity - Safety - Autonomy - Cooperation - Inclusion - and Sustainability.

At the conference, two thematic discussions on artificial intelligence took place with many profound and enthusiastic opinions from experts, managers and businesses. The first session with the theme "AI: Power, risks and control" focused on analyzing the positive and negative aspects of AI, emphasizing that exploiting the power of this technology must go hand in hand with solutions to control risks in ethics, safety, security and social impact. The second session with the theme "National AI Development Strategy: From Vision to Action" discussed the roadmap for implementing strategies and policies to make AI a pillar in Vietnam's socio-economic development.

Sharing at the first discussion session, Associate Professor, Dr. Truong Gia Binh, Chairman of the Board of Directors of FPT said: “Minister Nguyen Manh Hung often reminds us that thinking must be 10X, there must be something breakthrough and AI is the breakthrough of 10X. Because AI helps increase labor productivity 10 times. If in the past, the gap between us and the world's advanced nations was very far, because of technological revolutions. But previous technological revolutions have never created such a breakthrough in productivity. Therefore, this revolution poses extremely big challenges, but on the contrary, the opportunities are also great.”

At the same time, Mr. Truong Gia Binh emphasized that the most important solution is educational innovation. He said: “The difficulty is that when a child enters grade 1, when he finishes high school, then university and enters the labor market, the job at that time is completely different. None of us can predict what the future job will be like, and how to prepare. Therefore, I have proposed to radically change the way of teaching, learning, and assessment. If Vietnamese children from grade 1 have learned with AI, worked with AI and grown up with AI, then when they grow up, they can adapt no matter how the future changes due to the impact of AI. The most important thing is to teach, learn and assess with AI - and do it as quickly as possible.”

At the seminar, experts analyzed the new context affecting AI development, and proposed policies, governance mechanisms and orientations for AI development, especially suggesting strategic directions for Vietnam to develop AI in the direction of technological autonomy, promoting innovation, enhancing global competitiveness, and at the same time building a humane, safe, humane and sustainable AI ecosystem.

Concluding the workshop, Senior Lieutenant General Le Huy Vinh, member of the Party Central Committee and Deputy Minister of National Defense, acknowledged and highly appreciated the enthusiastic presentations sent to the workshop and said that the Organizing Committee will absorb opinions and refine content to serve the continued completion of documents submitted to the 14th National Congress of the Party.

According to assessments, the potential for AI development in Vietnam is huge, forecast to contribute about 80 billion USD, equivalent to 12% of Vietnam's GDP in 2030 if widely applied. The rate of Vietnamese enterprises using AI in sales activities is up to 75%, many large enterprises have invested in AI development, considering this a key technology to promote growth and long-term competitiveness.
