Three women were chained and locked in a warehouse in Lam Dong.

On July 20, Bao Loc City authorities coordinated with relevant units to inspect and discovered three women (aged 35-44) chained inside the warehouse of Mr. NHH (65 years old, residing in Loc Chau commune). Two were chained by their legs to the window, lying on the floor. The remaining one was hiding in a corner of the house.

When they saw the stranger, all three women panicked and were scared. The authorities asked Mr. H. to remove the chains, then medical staff also came to visit and check the health of these people.

The women were being held in a tool shed, next to a smelly pigsty. All three had scratches from being chained. They lived and ate in this shed and slept on thin mats on the brick floor.

Through initial verification, these three women have permanent residence in Phu Xuyen commune, Tan Phu district, Dong Nai province. They are all sisters, with the same father but different mothers as Mr. H. All three of them were declared by the People's Court of Tan Phu district (Dong Nai) to have lost their civil capacity.

According to the Department of Labor, War Invalids and Social Affairs of Bao Loc City, at the time of inspection and contact by the authorities, the three women were all speaking normally, answering a number of questions, and controlling their behavior. However, for those identified as schizophrenic, when they are normal, the person receiving or assigned to raise and care for them must let them live in a normal environment and state.

Working with the authorities, Mr. H. said that his three younger sisters slept on the floor because they were afraid that the mattresses would be torn, so they used mats. At the same time, every month, Mr. H. went to Dong Nai to receive the allowances of these three younger sisters.

After inspection, the relevant units assessed that the living and eating places of these 3 women were not hygienic, which could easily make their illness worse. The locality proposed to take the 3 people to a Social Protection Center for care, awaiting the guardianship decision of the People's Court of Bao Loc City. However, Mr. H. did not agree.

In addition, at this time, another brother of the three women, Mr. N.D.Th. (51 years old, living in Loc Chau commune) also offered to take one of the three women home to care for and raise. This request was also refused by Mr. H.

Bao Loc City People's Committee has asked Mr. H. to write a commitment not to chain or detain his three younger sisters while awaiting the court's decision on guardianship. On the other hand, Mr. H. must be responsible for ensuring the best environmental hygiene when raising these three women.

Along with that, the Vietnam Fatherland Front Committee of Bao Loc City donated 5 million VND to support the care of these 3 women.
