According to data from the General Statistics Office ( Ministry of Finance ), from January 1 to August 31, the country licensed 2,534 new FDI projects with a total registered capital of 11.03 billion USD. In addition, many existing projects continued to increase capital, bringing the total adjusted capital in 8 months to more than 10.6 billion USD. Foreign capital flows mainly strongly into industrial growth poles in the North and the Southern production belt.

Bac Ninh province emerged as a "bright spot" when attracting over 4.5 billion USD, of which 1.47 billion USD came from new projects and 3.03 billion USD came from capital adjustments.
High-tech projects, electronic component manufacturing, along with expansion plans of multinational corporations such as Samsung, Canon, Foxconn have consolidated its position as the "capital" of the Northern electronics industry. With the advantage of being close to Hanoi, synchronous industrial infrastructure and now having the added advantage of merging with Bac Giang , Bac Ninh continues to be the focus of foreign capital.
If Bac Ninh is superior in total capital, Ho Chi Minh City leads in the number of projects with 1,244 new projects, 5 times more than Bac Ninh. However, the total registered capital (including newly granted and adjusted) is only about 2 billion USD, far less than the leading provinces.
This reflects the trend that Ho Chi Minh City is still the top choice for small and medium-sized enterprises in the service, trade and information technology sectors. The large consumer market and diverse service ecosystem are advantages, but the limited industrial land fund and high investment costs make it difficult for the city to compete in attracting large-scale production projects.
Hanoi ranked second in total FDI capital with 3.47 billion USD, of which 92% came from capital increase adjustments, capital contributions and share purchases. This is also a testament to the attractiveness of the capital in expanding existing projects, although the number of newly licensed projects is not overwhelming.
Dong Nai (after merging with Binh Phuoc) ranked third with 2.08 billion USD, continuing to affirm its role as a major industrial center in the South thanks to its well-planned industrial park infrastructure, close to Ho Chi Minh City and a large seaport.
Meanwhile, Hai Phong (merged with Hai Duong) with 1.61 billion USD, maintained its position as an industrial center - strategic seaport in the North. The port city became the destination of many export projects and attracted more expansion capital from international investors.
The highlight of the top 10 is the rise of localities that were rarely mentioned before. Ninh Binh (after merging with Ha Nam) surprised with 1.49 billion USD, surpassing many large industrial provinces.
Hung Yen (merged with Thai Binh) recorded 1.25 billion USD, benefiting from its strategic location in the key economic region of the North.
In the South, Tay Ninh (merged with Long An) also made its mark by attracting 1.21 billion USD with 146 new projects. Notably, Gia Lai (merged with Binh Dinh) appeared in the top 10 with 1.09 billion USD, showing that the trend of foreign capital is spreading strongly to the Central Highlands provinces.
Closing the top 10 is Thanh Hoa with 441 million USD. Although the gap is still quite far from the leading group, the province still maintains its attraction and is one of the bright spots in the North Central region.
The FDI picture in the first eight months of the year shows a clear differentiation: traditional industrial centers such as Bac Ninh, Hanoi, and Dong Nai continue to maintain their position, while many emerging localities such as Ninh Binh, Tay Ninh, and Gia Lai are accelerating.
This trend reflects the strategy of shifting foreign investment capital flows from large cities to areas with abundant land funds, completed infrastructure and more competitive costs.
