On the afternoon of September 8, a representative of the Ho Chi Minh City Department of Health said that the Department condemned the offensive image of a person wearing a white blouse but assaulting and violating the health and property of a patient.

Checking the clinic, the doctor said the patient posted online and asked for a fee.

Accordingly, the incident occurred in the "Tuyet Chinh dental clinic", located at 49 Tran Thi Nghi, Hanh Thong ward, Ho Chi Minh City.

After receiving the information, the same morning the Department of Health conducted a surprise inspection of Tuyet Chinh Dental Clinic at the above address.

At the time of inspection, the facility provided a business registration certificate issued by the Department of Planning and Investment to Tuyet Chinh Dental Company Limited, and a business registration certificate issued by the People's Committee of Go Vap District (old).

Also at this address, the City Department of Health granted a license to operate medical examination and treatment in 2019 to the dental clinic belonging to the Tuyet Chinh dental business household, with Dr. NTTC in charge of technical expertise.

Through working with the Department of Health, NTTC doctor said that the patient NTTT came to the orthodontic clinic since 2021. Up to now, the patient is not satisfied with the treatment results, so he posted this content on social networks and went to the clinic to demand the treatment fee paid.

No reason is acceptable for offensive assault.

The Department of Health identified the image of the person in the white coat who assaulted the patient as doctor NTTC. The Ho Chi Minh City Department of Health believes that doctor TC assaulting and violating the health and property of the patient is wrong, regardless of the cause.

Representatives of the Department of Health visited Hoan My Saigon Hospital to visit and encourage the patient and his family after the incident. The victim is currently stable and is being monitored at the hospital.

Notably, the inspection team recorded many violations at Tuyet Chinh clinic: not ensuring one of the conditions regarding physical facilities after being granted an operating license; providing medical examination and treatment services beyond the scope of expertise stated in the medical examination and treatment license.

The clinic did not create medical records and files according to the form prescribed by law; advertised medical examination and treatment services that were not within the scope of professional activities stated in the operating license.

At the time of inspection, the team recorded 3 medical staff practicing at the clinic but had not provided practice certificates.

While the Hanh Thong Ward Police continue to investigate and collect evidence of the case, the Department of Health decided to temporarily suspend the clinic's operations, continue to clarify violations and strictly handle them according to regulations.

The Department of Health continues to coordinate with the City Police to verify the case and resolutely handle cases of violations of professional ethics and violations of professional regulations in medical examination and treatment.

The Department of Health recommends that people carefully check the information when choosing a medical examination place, and look up necessary information about the clinic at the "Ho Chi Minh City Department of Health's Medical and Pharmaceutical Practice Lookup Portal" (https://tracuu.medinet.org.vn).

In case of detecting or suspecting any professional or ethical violations, please immediately call the hotline of the Ho Chi Minh City Department of Health: 0967.771.010 and 0989.401.155 or report via the "Online Health" application.
