Cars parked in defiance of no parking signs
After more than a month of trial operation, parking lot 166 Hai Phong (Tan Chinh ward, Thanh Khe district, Da Nang city) is still very sparsely populated.
Dong Da Street (Dong Da Park section) prohibits parking from 6am to 10pm but cars are still parked illegally.
On the morning of April 8, on a land area of thousands of square meters, the 6-story prefabricated parking lot with 4 spacious blocks had only 8 cars parked. In addition to the blocks, the concrete yard with 100 parking spots was also empty.
At the parking lot, getting a parking card is quick. Just press a button, then swipe the card on the transmitter, the barrier will lift to let the car into position. The staff here said that if you want to park your car monthly, you can register on the website or directly at the parking lot. Another staff shared that there are about 50 cars coming in and out every day, mostly individual cars, and very few cars registered monthly.
In contrast to the desolate scene of the smart parking lot, cars are lining up along nearby roads.
On Dong Da Street, Dong Da Park section, just a few hundred meters from the 166 Hai Phong parking lot, although there are signs prohibiting parking from 6am to 10pm every day, the situation of cars parking regardless of the prohibition signs is common. Similarly, on Tran Cao Van Street, there are many locations with prohibition signs but cars still line up in long lines.
Mr. Cao Van Duc (who lives next to Dong Da Park) said that he sees cars parked along Dong Da Street every day. "Many times the authorities came to post papers and fine them, but the next day everything was back to normal. The drivers are not afraid, they park whenever there is no police. People here have reminded them many times but they ignore it," Mr. Duc said.
Punishment combined with propaganda
According to research, the 166 Hai Phong parking lot, invested by the Da Nang Traffic Construction Investment Project Management Board, was put into operation in early March 2024. This parking lot is planned to be built on an area of 5,275 square meters. Of which, the smart parking area and auxiliary works of the parking system are 600 square meters, with a total investment of nearly 78 billion VND.
Parking lot 166 Hai Phong is sparsely populated despite being in operation for more than a month.
This is a steel-structured above-ground parking lot, consisting of 6 floors with 173 parking spaces for cars with 7 seats or less, each floor has 4 blocks, each block has 6 bays. The top floor has 9 bays. In addition, there is a concrete yard with 100 parking spaces.
Currently, the above parking lot still needs to adjust some boundary issues before handing over to the Da Nang Department of Transport for management. In the immediate future, the Traffic Infrastructure Management Center (under the Da Nang Department of Transport) will send personnel to operate it.
Talking to Giao Thong Newspaper, Mr. Nguyen Minh Huy, Project Management Board of Investment and Construction of Traffic Works in Da Nang, said that because the parking lot has just been put into operation, people do not know much about it yet. The unit will organize more propaganda so that people know and use the service.
According to the leader of the Da Nang Traffic Infrastructure Management Center, people still have the habit of looking for non-prohibited parking spots to save on parking fees. In the long term, the demand for parking in this area is very high because this is a densely populated area with many agencies and headquarters.
Meanwhile, according to the leader of the Traffic Police - Order Team, Hai Chau District Police, the handling of parked cars and the posting of fines is currently delegated to the ward police. The team will discuss to increase patrols and strictly handle violations.
Lieutenant Colonel Nguyen Thi Hoang Van, Traffic Police - Order Team of Thanh Khe District Police said that in the district there are more than 600 roads, almost all of which have parking bans.
Meanwhile, the number of cars is too large, so illegal parking often occurs.
In the first 3 months of 2024, Tan Chinh Ward Police alone issued 1,000 fines, with a total fine of 900 million VND (equivalent to 1,000 violating vehicles).
Lieutenant Colonel Van added that in the coming patrol and handling process, traffic police officers will also propagate and guide people to park in the lot to avoid violations.
Parking lot 166 Hai Phong is the second assembled parking lot in Da Nang invested by the budget (along with parking lot 255 Phan Chau Trinh). The operation and parking service price here are applied according to Decision No. 50/2019 of Da Nang City People's Committee.
Accordingly, each parking time is no more than 60 minutes. The service fee for the first and second hours is 15,000 VND/vehicle/time; the third and fourth hours are 20,000 VND/vehicle/time; from the fifth hour onwards it is 25,000 VND/vehicle/time. Overnight parking is 120,000 VND/vehicle/night.
In case of monthly parking, if parking is between 6am and 10pm, the price is 1.5 million VND/month; from 10pm to the next morning is 1 million VND/month. If parking is both day and night, the price is 2 million VND/month. Parking fees are publicly posted at the parking lot and apply an automatic fee collection system using magnetic cards.
