Deputy Prime Minister Tran Hong Ha has just signed Decision 968/QD-TTg promulgating the Plan to implement the Bac Lieu Provincial Planning for the 2021-2030 period, with a vision to 2050.

The plan aims to effectively implement Decision No. 1598/QD-TTg dated December 8, 2023 of the Prime Minister on approving the Planning of Bac Lieu province for the period 2021 - 2030, with a vision to 2050.

At the same time, build a roadmap to effectively organize and implement programs and projects to effectively implement the goals, tasks and solutions set out in the Provincial Planning. At the same time, ensure the synchronization of the planning system serving the province's development; ensure consistency between the Provincial Planning and the National Master Plan, the National Sectoral Planning and the Regional Planning.

Perfecting development mechanisms and policies and promoting regional linkages

One of the main contents of the Plan is to complete the synchronous planning system. Accordingly, by 2025: Review, establish, and adjust urban and rural planning, district construction planning, district-level land use planning, technical and specialized planning in Bac Lieu province according to the provisions of law, ensuring consistency and synchronization with the approved Provincial Planning.

In addition, perfecting the development mechanism and policies and promoting regional connectivity. Bac Lieu needs to proactively coordinate with the Central Ministries, branches, and localities in the Mekong Delta to build and perfect the region's institutions, identify key programs and projects that are meaningful in creating breakthroughs for regional development, industry development associated with appropriate mechanisms, using public investment capital to activate and connect private resources, creating "growth" spreading throughout the region, especially the Bac Lieu Province Investment Promotion Project for the period 2024 - 2030; Project to build Bac Lieu Province into the country's renewable energy export center; Project to build Bac Lieu City and neighboring areas to be recognized as a national tourist area.

Prioritize the implementation of infrastructure projects that create great spillover effects.

The plan also clearly states that the principle of determining public investment projects is to prioritize the implementation of infrastructure projects that create great spillover effects, especially the province's strategic transport infrastructure, ensuring synchronization, modernity, comprehensiveness, promoting regional and intra-regional connectivity associated with economic development corridors, dynamic urban areas (coastal economic corridor from Long An - Kien Giang; highways, coastal roads in Bac Lieu province); technical infrastructure of high-tech agricultural zones; electricity infrastructure, urban technical infrastructure, water supply, irrigation, dykes, disaster prevention, climate change response; telecommunications infrastructure, information technology; science, technology and innovation infrastructure; trade and service infrastructure, healthcare, education - training, culture - sports, social security have been identified in the Provincial Planning to attract investment capital sources, ensuring a reasonable and effective investment structure.

Continue to prioritize investment in completing irrigation infrastructure; transportation; port systems; water supply, drainage, waste treatment to meet the needs of socio-economic development, ensure social security, fire prevention and fighting, national defense, security, natural disaster prevention and control, climate change response, water supply, solid waste treatment;….

Invest in completing infrastructure in the province to promote the investment efficiency of infrastructure projects that have been and are being implemented with public investment capital.

Priority sectors and fields for investment attraction include: Renewable energy, new energy, agricultural and aquatic product processing; industrial parks and industrial clusters; information and communication infrastructure to meet the requirements of digital transformation; production and consumption linkage zones for agricultural and aquatic products; transportation; tourism; climate change response, water supply, solid waste treatment; completion of technical and social infrastructure in the province.

Focus on mobilizing capital sources for development investment

Regarding resources for implementing the planning, Bac Lieu province plans to mobilize a total social development investment capital of about 400 - 450 trillion VND to meet the GRDP growth target of 11.5% on average annually in the planning period 2021 - 2030; of which: Capital demand for the period 2021 - 2025 is about 180 - 190 trillion VND, for the period 2026 - 2030 is about 220 - 260 trillion VND.

Focus on mobilizing capital sources for development investment; effectively use public investment capital, invest with focus and key points in key industries and fields, create breakthroughs, projects that create spillover momentum, promote socio-economic development. Expand investment forms, encourage public-private partnership (PPP) investment and other investment forms, and at the same time strengthen domestic and foreign investment promotion to mobilize investment capital for infrastructure development and production and business projects in the area.

Exploiting land funds in the vicinity of economic corridors to create investment capital for developing the province's socio-economic infrastructure. Researching and promulgating regulations on mechanisms for mobilizing investment resources for developing socio-economic infrastructure in the province.

In addition, the province has increased the mobilization of investment capital in the form of public-private partnerships (PPP). Researching and developing a list of infrastructure investment projects in the form of PPP for each phase to attract investors, creating breakthroughs to complete facilities and infrastructure to serve socio-economic development and aiming at the goal of building a synchronous and modern infrastructure. Promoting socialization in the fields of: Health, education, vocational training, culture, sports, science and technology, etc.
