Today, March 14, the Economic - Budget Committee of the Provincial People's Council worked with the Department of Natural Resources and Environment on the implementation of a number of projects in the area to complete the report on the results of thematic supervision in the first quarter of 2024 and a number of contents as requested by the Standing Committee of the Provincial People's Council. At the meeting, leaders of the Department of Natural Resources and Environment reported and explained the contents, including: The implementation status of site clearance, compensation and resettlement of projects in the province in the period 2016 - 2021.

Management and use of public land in the province; Implementation of the issuance and exchange of land use right certificates according to the projects of surveying, establishing cadastral records, issuing land use right certificates to households and individuals in the area in the period of 2015-2021 and advising the Provincial People's Committee to implement recommendations.

The reason for not completing the adjustment of the overlapping land lease area between Khe Sanh Rubber Joint Stock Company (4,176 hectares) and households in Huong Loc, Ba Tang, and Huc communes (Huong Hoa district).

Reasons for not yet handling the land overlap of Phi Long Construction, Trade and General Business Company Limited (200 hectares) with the production land of people in Huong Loc commune, Huong Hoa district according to Conclusion No. 257/KL-HDND dated August 11, 2021 of the Standing Committee of the Provincial People's Council; Implementation status and results of Resolution No. 30/2018/NQ-HDND dated December 8, 2018, No. 111/2021/NQ-HDND dated August 30, 2021 and No. 94/NQ-HDND dated December 9, 2022 of the Provincial People's Council.

The implementation situation and results of the state management of the industry on minerals used as fill materials in the province; Recommendations and proposals to promptly remove difficulties and obstacles, and measures to address the shortage of land used as fill materials when implementing works and projects in the province in 2024 and the following years.

Delegates attending the meeting gave their opinions on the auction of public land use rights; the auction organization and licensing progress of auctioned land mines for landfill materials; difficulties and obstacles in site clearance for project implementation...

From there, recommendations are made focusing on proposing the development of pollution treatment plans in accordance with the criteria under the Law on Environmental Protection 2020; strengthening coordination between investors and relevant departments, branches and localities to develop investment project dossiers, ensuring the supply of filling materials, and proactively reviewing projects lacking fill soil or potentially lacking fill soil to promptly report and propose solutions.

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Council Nguyen Chien Thang gave his opinion on each specific issue. Accordingly, regarding the work of site clearance, compensation and resettlement of projects in the province in the period of 2016 - 2021, the Department of Natural Resources and Environment and related departments, branches and localities should study and pay attention to the issues arising and existing in practice but not yet regulated by law to continue to advise, propose supplements and adjust policies in accordance with the actual situation, ensuring compliance with regulations, in order to create consensus and support from people and businesses in site clearance work.

Regarding the management and use of public land in the province, state management agencies and local authorities at the commune level need to develop land use plans and plans; guide the process and procedures for auctioning the right to use public land funds; strengthen inspection, supervision, and correction of violations in the management and use of public land funds to promptly overcome limitations and shortcomings, thereby gradually making state management of public land use more effective.

Regarding the implementation of the issuance and exchange of land use right certificates according to the projects of surveying, establishing cadastral records, and issuing land use right certificates to households and individuals in the area in the period of 2015-2021, the Standing Vice Chairman of the Provincial People's Council said that the results were still not high, and requested the Department of Natural Resources and Environment to continue to direct localities to operate and effectively exploit the surveying project to apply it in practice to ensure rights and convenience in exploiting land information, minimizing land procedures; at the same time, it is necessary to study to overcome difficulties and limitations arising during the project implementation process.

Regarding the handling and readjustment of the overlapping land lease area between Khe Sanh Rubber Joint Stock Company, Phi Long Construction, Trade and General Business Company Limited and households in Huong Hoa district, it is requested that the Department of Natural Resources and Environment and related units and localities clearly identify the cause, have a specific report based on the viewpoint that whichever party is at fault must be handled in accordance with the provisions of law, ensuring full rights and legitimate interests of individuals and businesses.

Regarding recommendations and proposals related to funding for implementing resolutions of the Provincial People's Council on handling pollution at pesticide residue sites and pollution sites of public interest, the Standing Committee of the Provincial People's Council will receive and consider them to add to the medium-term public investment plan in the coming time.

Standing Vice Chairman of the Provincial People's Council Nguyen Chien Thang also basically agreed with the proposal of the Department of Natural Resources and Environment regarding the implementation of the industry's state management of minerals as filling materials in the province, continuing to review the planning of land mines, advising the Provincial People's Committee to make timely adjustments to resolve difficulties and problems, meeting the demand for land as filling materials for projects that the province has, is and will implement in the period up to 2025, key projects, medium-term public investment projects on schedule, in accordance with the provisions of law and ensuring harmony between socio-economic development and people's interests.
