The National Center for Hydro-Meteorological Forecasting said that at 4:00 a.m. this morning, October 21, the center of storm Fengshen (storm No. 12) was located at about 18.3 degrees north latitude and 113.0 degrees east longitude, about 200 km northeast of Hoang Sa special zone. The strongest wind near the center of the storm was level 9 - 10, equivalent to wind speed of 75 - 102 km/h, gusting to level 12.

Compared to yesterday, October 20, storm Fengshen has turned west, slowing down to about 20 km/hour.
According to the National Center for Hydro-Meteorological Forecasting, cold air from the north is flowing down to the East Sea, continuing to cause storm Fengshen to change direction to the southwest and will weaken quickly when approaching the central provinces.
The National Center for Hydro-Meteorological Forecasting said that storm Fengshen will make landfall from Da Nang to Quang Ngai on October 23.
Due to the influence of storm Fengshen, the northern East Sea area (including Hoang Sa special zone) has strong winds of level 7 - 8. The area near the storm's eye has strong winds of level 9 - 10, gusting to level 12; waves are 3 - 5 m high, the area near the storm's eye is 5 - 7 m high, the sea is very rough.
The sea area from southern Quang Tri to Quang Ngai (including Ly Son special zone) has strong winds of level 6. From tomorrow morning, October 22, the wind will increase to level 7. The area near the storm center will have winds of level 8, gusting to level 10. Waves are 3-5 m high, and the sea is rough.
Storm Fengshen, cold air causes heavy rain in Central Vietnam
The National Center for Hydro-Meteorological Forecasting warns that due to the influence of storm circulation and cold air combined with easterly wind disturbances and terrain effects, it is forecasted that from the night of October 22 to October 26, the area from Ha Tinh to Quang Ngai is likely to have widespread heavy rain.
The total rainfall forecast from Ha Tinh to northern Quang Tri and Quang Ngai is about 200 - 400 mm, with some places over 500 mm. The area from southern Quang Tri to Da Nang City has a total rainfall of 500 - 700 mm, with some places over 900 mm.
Immediately after the Fengshen storm, heavy rain in the Central region is likely to last until the end of October, with a high risk of flash floods and landslides in mountainous areas, and flooding in low-lying and urban areas.
The National Center for Hydro-Meteorological Forecasting recommends that localities pay attention to the safe operation of hydroelectric and irrigation reservoirs before, during and after storm Fengshen, and prepare response plans for floods on rivers from Quang Tri to Quang Ngai that may reach and exceed alert level 3.
Previously, on the afternoon of October 20, the Ministry of Agriculture and Environment sent a document to the People's Committees of provinces and cities from Ha Tinh to Gia Lai requesting the implementation of work to ensure the safety of the dike system to respond to storm No. 12 and floods in the coming days./.
