Closing the 15th session of the 11th Provincial People's Council, term 2021-2026

On the morning of December 12, the 15th session of the 11th Provincial People's Council held its closing session, completing the proposed contents and agenda. Comrades: Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Minh Luc, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council chaired the meeting.

Attending the closing session were comrades: Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of the province; Le Van Binh, member of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Phan Tan Canh, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; comrades in the Provincial Party Committee Standing Committee; leaders of departments, branches, localities and delegates of the Provincial People's Council.

With responsibility to voters, people and the development requirements of the province, at the closing session, the Provincial People's Council delegates discussed and voted to pass 33 resolutions. Of which, there were 29 resolutions related to the socio -economic life of the province in 2024 and the following years, 4 resolutions related to the activities of the Provincial People's Council. Thus, the total number of resolutions voted to pass at the 15th Session of the 11th Provincial People's Council was 37 resolutions (4 resolutions voted to pass at the opening session).

In his closing speech, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council highly appreciated the serious and responsible working spirit of the Provincial People's Council delegates and the attending delegates, which contributed to the successful completion of the proposed contents and programs of the session.

He requested that after the session, the provincial People's Council delegates continue to be proactive in participating in giving opinions, building resolutions of the provincial People's Council, supervising and organizing well the activities of meeting voters, listening to the thoughts and aspirations of voters and people; researching, innovating, diversifying the forms of meeting voters, strengthening practical surveys to learn and grasp the most closely the practical life of the people, the thoughts and aspirations of voters to report, reflect, and make timely recommendations to the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee and relevant agencies, promptly resolving in the fastest time, not leaving any backlog. The Standing Committee of the Provincial People's Council, the Provincial People's Council committees, the Provincial People's Council delegations are responsible for closely coordinating with the National Assembly Delegation of the provincial unit, the Provincial Vietnam Fatherland Front Committee and member organizations to promote the work of supervision and propaganda to all voters and people in the province to well implement the proposed resolutions.

Resolutions passed at the 15th Session of the 11th Provincial People's Council, term 2021-2026

1. Resolution on allocating and assigning additional state budget expenditure estimates for 2023 to agencies, units and localities.

2. Resolution approving the settlement of state budget revenue in the area; local budget revenue and expenditure in 2022.

3. Resolution on state budget revenue estimates in the area; local budget revenue and expenditure in 2024.

4. Resolution on local budget allocation in 2024.

5. Resolution on socio-economic development in 2024.

6. The Resolution stipulates a number of contents on non-professional workers at the commune, village and residential area levels; people directly participating in activities at the village and residential area levels; the fixed operating budget level of socio -political organizations at the commune level and the monthly support level for the People's Protection Committee in the province.

7. Resolution on temporarily assigning the provincial and district-level civil servant payroll; assigning the number of cadres, civil servants, and part-time workers at the commune level; and the number of people working with salaries from the state budget in public service units of Ninh Thuan province in 2024.

8. Resolution adjusting the investment policy of the Quang Son Industrial Cluster Technical Infrastructure Project.

9. Resolution adjusting the investment policy of the Sustainable Environment Project for Coastal Cities - Phan Rang - Thap Cham City Sub-project, Ninh Thuan Province.

10. Resolution on investment policy for the Emission Reduction Project in the Central Highlands and South Central Coast of Vietnam to contribute to the implementation of the goals of the National REDD+ Action Program of Ninh Thuan province.

11. Resolution adjusting the medium-term public investment plan for the 2021-2025 period.

13. Resolution regulating the policy to support training of high-quality medical human resources for Ninh Thuan Provincial General Hospital, period 2023-2025.

14. Resolution regulating the content of support for the Precious Medicinal Materials Project under the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas in Ninh Thuan Province for the period 2021-2030, Phase I: from 2021 to 2025.

24. Resolution adjusting and supplementing the Land Price List for the period 2020-2024 in Ninh Thuan province issued together with Resolution No. 02 dated May 19, 2020 of the Provincial People's Council.

25. Resolution assigning the Provincial People's Committee to decide on investment policies for public investment projects in group C with a total investment of less than 60 billion VND using provincial budget capital managed in Ninh Thuan province.

26. Resolution regulating land price adjustment coefficient in 2024 in Ninh Thuan province.

27. Resolution on urban economic development, focusing on building Phan Rang - Thap Cham into a smart city, creating momentum for socio-economic development of the province by 2025, with a vision to 2030.
