Secretary of Hanoi Party Committee: Tighten discipline and order in implementing the 2-level government model

On the morning of July 8, speaking at the opening session of the 25th session of the Hanoi People's Council, Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation, emphasized the need to tighten discipline and promote the responsibility of leaders in implementing the 2-level local government model.

According to the Secretary of the City Party Committee, the results achieved in the first 6 months of 2025 are an important premise, but the remaining tasks in the second half of the year continue to pose many challenges; and "we also need to frankly acknowledge and point out the limitations, difficulties and challenges facing the city in the coming time" - the Secretary of the Hanoi City Party Committee emphasized.

Comrade Bui Thi Minh Hoai requested all levels and sectors to continue to concretize and promote the effectiveness of specific mechanisms and policies authorized by the Central Government, such as the Capital Law 2024 and the plans approved by the Prime Minister . The goal is to improve the investment and business environment, contributing to attracting, managing and effectively using all resources for development.

When discussing and considering policy resolutions, the City People's Council delegates are required to have a long-term vision, innovative thinking, dare to think, dare to do, and put people and businesses at the center. Policies must be feasible, reduce administrative procedures and put into practice. The People's Council needs to strengthen its supervisory role to ensure that resolutions are truly effective and do not remain on paper.

“People’s Councils and People’s Committees at all levels need to tighten discipline and order and promote the responsibility of leaders in implementing the two-level local government model to ensure smooth, effective, efficient and effective operations. We must end the situation of being hot at the top and cold at the bottom, pushing and avoiding responsibility. Each level, each sector, each cadre must clearly define their roles and functions. Work contents must be carried out resolutely, transparently, with clear people, clear work, clear progress, clear results and clear responsibilities ,” the Secretary of the Hanoi Party Committee requested.

The Secretary of the Hanoi Party Committee also pointed out that the success of the Capital Law, of digital transformation, or of any other policy depends on people, on the team of cadres. Therefore, he requested the team of People's Council delegates, cadres, civil servants and public employees to promote intelligence, courage, integrity, and spirit of serving the people; resolutely fight against negative manifestations, corruption, and group interests in the process of policy making and implementation.
