The meeting was chaired by Party Central Committee member, City Party Committee Secretary, People's Council Chairman, Head of the City National Assembly Delegation Le Truong Luu; Standing Committee member, Permanent Vice Chairman of the City People's Council Nguyen Quang Tuan; Vice Chairman of the City People's Council Ha Van Tuan. Public investment, resources for development
One of the key contents of the meeting is to adjust the 2025 budget estimate, ensuring compliance with the 2-level local government model, maintaining the smooth operation of the apparatus after the arrangement. The People's Council also allocates funds to implement the National Target Program on Socio -Economic Development for Ethnic Minority and Mountainous Areas, and the central budget in 2025 to support livelihoods, poverty reduction and sustainable development.
The new point at the meeting is the allocation of the budget estimate to the Department of Industry and Trade from the Central budget with targeted supplementary funds to serve the activities of the Market Management Department. This resolution is expected to contribute to increasing the effectiveness of market management, fighting against counterfeit and fake goods and protecting consumer rights.
Along with that, the People's Council approved a series of proposals on public investment plans. Among them, there is the addition of a medium-term public investment plan for the 2021-2025 period from the 2024 spending savings and the central government's capital for exceeding revenue estimates. This is considered a financial "boost" for key projects.

The People's Council also adjusted and supplemented the 2025 public investment plan, making the most of resources to speed up the progress of transport infrastructure, urban and public service projects.
Notably, the People's Council approved the detailed planning for the construction of the Southern People's Cemetery of Hue City in Phu Bai Ward (scale 1/2000), ensuring practical needs, linked to environmental factors and urban planning. At the same time, the city approved the zoning plan in the four wards of Phong Dien, Phong Dinh, Phong Phu and Phong Quang, an important step in the strategy of expanding urban space.
Towards reform and production promotion
This session marked many new policies such as regulations on business trip and conference expenses; expenses for industrial promotion activities; investment support in the forestry sector. The People's Council also amended and supplemented Resolution 03/2025/NQ-HDND to encourage the development of modern and sustainable agriculture by 2030.
A highlight of administrative reform is the resolution stipulating a "0 VND" fee when performing administrative procedures online. This policy encourages people and businesses to increase the use of public services, contributing to the building of a transparent and friendly e-government.
In addition, the People's Council decided on allowances for village team leaders and daily allowances for militia forces on duty - policies to encourage and improve the lives of grassroots forces directly involved in local security and order.

Another notable content is the list of land areas planned to implement pilot projects according to Resolution 171/2024/QH15 of the National Assembly. Clearly defining the land fund will help the city be proactive in attracting investment, avoiding overlap and waste. The People's Council also approved the policy of changing the purpose of forest use for a number of development projects, with the requirement of balancing economic development and environmental protection.
In particular, the People's Council abolished three old resolutions of the People's Council of Thua Thien Hue province (issued before Hue became a centrally-run city), related to the collection of fees for rice land protection, decentralization of irrigation management and provincial investment policies. This is a step to affirm the transfer of authority and increase the initiative of urban authorities.
In his closing speech, Chairman of the Hue City People's Council Le Truong Luu emphasized: This session has reviewed, discussed and passed many important resolutions, which have practical significance for the city's socio-economic development. The resolutions focus on key areas such as finance - budget, public investment, planning, public administration - services, natural resources - environment, policies to support agricultural development; at the same time, abolishing a number of regulations that are no longer appropriate.
Mr. Le Truong Luu suggested that after the meeting, the People's Committee of Hue City together with relevant sectors, localities and units urgently implement the approved resolutions, ensuring progress, efficiency and compliance with legal regulations. In particular, it is necessary to focus on key tasks: synchronously organizing the implementation of resolutions on finance and budget, timely allocation, correct subjects, correct objectives; strictly implementing regulations on changing forest use purposes, ensuring strictness, compliance with the law, and association with sustainable development; reviewing and promptly applying new policies in the agricultural sector. At the same time, abolishing inappropriate resolutions to avoid overlap; promoting the application of information technology, effectively implementing the policy of collecting "0 VND" fees for online administrative procedures, creating maximum convenience for people and businesses; organizing the announcement and installation of Nguyen Hoang Bridge nameplates in accordance with regulations.
Name the bridge over the Perfume River Nguyen Hoang Bridge During the meeting, Hue City People's Council passed a resolution to name the Huong River overpass Nguyen Hoang Bridge. The project belongs to the Nguyen Hoang Street and Huong River overpass project, with a total investment of more than VND 2,281 billion from the central and local budgets. The bridge is about 380m long and 43m wide, started on December 22, 2022, opened to technical traffic on March 26, 2025 and has been completed to date. On July 18, 2025, the Department of Culture & Sports organized a consultation with the Advisory Council for naming and renaming streets, roads and public works; 100% of members agreed to choose the name Nguyen Hoang. On August 12, 2025, the council continued to meet and maintained this proposal. |
