Secretary of Ho Chi Minh City Party Committee conducts field survey, removes difficulties of Rach Xuyen Tam project

On the afternoon of September 23, a survey team led by comrade Tran Luu Quang, Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee, conducted a field survey of the environmental dredging and improvement project of Xuyen Tam Canal (from Nhieu Loc - Thi Nghe Canal to Vam Thuat River).

The Secretary of the Ho Chi Minh City Party Committee conducted a field survey at the environmental dredging and improvement project of Xuyen Tam Canal under the XL-03 package (section from Luong Ngoc Quyen Street to Vam Thuat River), including An Nhon Ward (formerly Ward 5, Go Vap District) and Binh Loi Trung Ward (formerly Ward 13, Binh Thanh District).

After the field survey, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang and the delegation worked with the Standing Committee of the Binh Thanh Ward Party Committee on the operation of the two-level local government model; the disbursement of public investment capital, compensation and site clearance at the Xuyen Tam Canal environmental dredging and improvement project and a number of other important issues.

According to the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board, the project has a total investment capital of more than 17,229 billion VND from the Ho Chi Minh City budget. The project starts at the intersection with Nhieu Loc - Thi Nghe canal and ends at the intersection with Vam Thuat river, with a total length of more than 8.8 km. The project implementation period is from 2023 to 2028.

The project passes through 7 wards of Binh Thanh district (formerly) and 1 ward of Go Vap district (formerly); now Binh Loi Trung ward, Gia Dinh ward, Binh Thanh ward and An Nhon ward.

The project has 3 construction packages, currently implementing package XL-03 from Luong Ngoc Quyen street to Vam Thuat river (in the area of ​​An Nhon ward and Binh Loi Trung ward). For package XL-01 and package XL-02, contractor selection is currently underway.

For the XL-03 package, the contractor is currently organizing the simultaneous implementation of 6 construction projects within the scope of this package. Of which, the work of clearing, felling and relocating trees along the route has been completed. The contractor is carrying out the construction of the remaining items.

According to the Management Board of Ho Chi Minh City Urban Infrastructure Construction Investment Projects, regarding the implementation of compensation and site clearance within the scope of the XL-03 package, in An Nhon ward, the total recovered area is more than 24,871m2 with 138 affected cases.

Of which, there are 40 cases of total clearance (34 cases with houses and 6 vacant plots of land) and 45 cases with small remaining areas (40 cases with houses and 5 plots of land). The number of apartments for resettlement has been fully arranged in Go Vap district before.

Currently, 109/138 affected cases have been handed over, while 29 cases have not yet handed over the land. However, the handed over land plots are not continuous and are still "leopard skin", making it difficult to synchronously implement construction along the entire route.

In Binh Loi Trung ward, 1,042/1,300m of land has been completed, while a part of land belonging to the Binh Hoa residential area project invested by Tan Thuan Investment and Construction Company Limited has not yet handed over the site.

For package XL-01 from Nhieu Loc - Thi Nghe canal to Bui Dinh Tuy bridge (Gia Dinh ward) and package XL-02 from Bui Dinh Tuy bridge to Luong Ngoc Quyen street (Binh Thanh ward and Binh Loi Trung ward), it is expected to complete the contractor selection in October 2025 and carry out procedures to implement construction within the scope of these two packages.

According to the Management Board of Ho Chi Minh City Urban Infrastructure Construction Investment Project, the project is currently facing difficulties and problems mainly in compensation and site clearance.

Therefore, the committee recommends that the Chairman of An Nhon Ward People's Committee urgently direct the handover of the remaining land in October 2025 to implement the project (currently, there are 29 households that have not yet handed over the land).

At the same time, it is recommended that the Chairman of the People's Committee of Binh Loi Trung Ward coordinate with relevant units to mobilize 20 households to hand over the site to implement the construction of package XL-03 in November 2025.
