The Politburo regulates "scoring" of leaders from high to grassroots levels.

(Dan Tri) - Collectives and individuals in leadership and management in the political system from the central to grassroots levels must review, evaluate, and classify their quality by term, annually, quarterly, or when necessary.

The above contents are clearly stated in Regulation No. 366 of the Politburo on reviewing, evaluating and classifying the quality of collectives and individuals in the political system. Regulation 366 consists of 4 chapters and 19 articles, replacing Regulation No. 124 of 2023 on this content.

Regulation 366 clearly states the purpose, requirements, principles, and basic contents of the review, assessment, and classification of the quality of collectives and individuals in the political system by term, annually, quarterly, or when necessary.

This regulation applies to Party committees, Party organizations, leadership and management collectives, organizations, agencies, units (collectives) and individuals in the political system from the central to grassroots levels.

With Regulation 366, the Politburo has established criteria to evaluate collectives and individuals in the political system to determine the level of task completion, as a basis for appointment, planning, use, treatment, reward, screening, replacement, discipline, temporary suspension from work, removal from office, resignation, and dismissal of cadres.

This regulation also aims to contribute to building a team of professional, responsible, dynamic and creative cadres to serve the people and businesses, contributing to the country's development in the new period.

According to the Politburo, the evaluation of cadres must be unified in principles, criteria framework, methods, authority, processes, and procedures for evaluating collectives and individuals in the political system according to decentralization, ensuring consistency and unity from the central to grassroots levels.

Evaluation must be based on work performance, task performance results, and specific products associated with job positions, responsibilities, and tasks according to quantity, progress, and quality.

Ensuring that the review, evaluation, and classification work must be democratic, impartial, objective, scientific, true to substance, and free from formality is also a requirement emphasized by the Politburo.

The Politburo thoroughly grasps the principle of conducting assessment in a consistent, continuous, multi-dimensional manner, with criteria and through specific products; combining qualitative and quantitative criteria, in which, special attention is paid to quantitative criteria on results and effectiveness of task implementation.

The Politburo prescribes a framework, principles, and guidelines for Party committees, Party organizations, agencies, and units to continue to specify, especially the review content, and develop a set of evaluation criteria suitable to the characteristics of the industry, field, responsibilities, and tasks according to management decentralization.

The principle that the Politburo thoroughly grasped in this regulation is that "collectives and individuals being reviewed must be evaluated and classified."

The results of the assessment and classification of cadres, civil servants, public employees and workers are the basis for assessing and classifying the quality of party members.

The Politburo emphasized that the level directly managing and assigning work must evaluate and classify it; ensuring connectivity and consistency in personnel work. Evaluation results are used as the basis for screening, planning, training, fostering, transferring, arranging, using, and appointing cadres.

This result also serves as the basis for replacing, temporarily suspending, removing from office, resigning, and dismissing leaders and managers; taking measures to manage and use cadres, civil servants, public employees, and workers in accordance with their level of task completion, or dismissing them when they do not meet requirements.

The quality of the collective and individuals after review and evaluation is classified according to the following levels: Excellent task completion; good task completion; task completion; task failure.
