At the conference, Minister Luong Tam Quang requested determination and drastic implementation of the key breakthrough task of "Being a pioneer in implementing the Party's policy on continuing to streamline the organizational apparatus", providing practical experience for the entire political system to refer to. "Based on existing experience, the police force will continue to carry out the revolution on streamlining the organizational apparatus, being a pioneer in implementing the Party's policy. This is a particularly important political task, an order of the Party and the Politburo assigned to the Ministry of Public Security", Minister Luong Tam Quang emphasized.

Minister Luong Tam Quang requested to urgently complete the Project and plan on adjusting the functions, tasks, powers, and organization of the Ministry of Public Security and rearranging and streamlining the organization of the local police apparatus to submit to competent authorities for approval and soon have a plan for implementation in the direction of reducing intermediate levels at the local level, strengthening the base, rearranging the force, building a 3-level police force (ministry, province, commune), not organizing district-level police; ensuring direct, fastest, and consistent leadership and command from the ministry to the locality.

At the same time as reorganizing the apparatus, the Minister said that it is necessary to proactively calculate and perfect the Party organization, arrange and assign the staff, perfect the personnel of the Party committees, inspection committees, and arrange the team of Party members. There must be a high level of consensus in awareness that personnel work is the Party's work, is human work; building a staff is the key to the key in Party building and force building. Urgently review relevant legal documents, regulations, procedures, and instructions to proactively advise on amendments, supplements, and new issuances according to regulations, in accordance with the new apparatus organization, creating a legal corridor for the apparatus to operate effectively, efficiently, and effectively immediately after reorganization. Minister Luong Tam Quang noted the need to advise on the successful organization of the 8th Central Party Congress of the Public Security and the Party Congresses at all levels in the People's Public Security for the 2025-2030 term.
