The 2023 high school graduation exam took place in a favorable context, but there are still many security and safety risks. Among them, the purchase and sale of high-tech equipment for cheating on exams is taking place openly on the internet, and a number of candidates and parents still have negative thoughts and find every way to cheat to achieve high results.
Because the exam is large-scale and takes place nationwide at the same time, it is difficult to arrange forces, facilities and monitor.
The Ministry of Public Security regularly monitors and directs units A03, A05, A06, PA03, and provincial and municipal police to maximize forces and means to support the education sector to ensure absolute security and safety for the exam.

During the 2023 high school graduation exam, the Ministry of Public Security launched 150 security and safety investigations, promptly detecting and correcting related shortcomings. Unit A03 coordinated with the Ministry of Education and Training to organize 4 secret, surprise inspections at potentially negative stages such as exam invigilation and grading in 4 localities.
Before the exam, Unit A05 coordinated with Lam Dong Provincial Police to destroy a network with 2 subjects who were buying and selling high-tech exam cheating devices, confiscating super small headphones and hundreds of related components. Notably, when expanding the fight, it was discovered that many candidates had bought devices from this network. Thereby promptly handling cases of candidates using phones in the exam room.
Mr. Chung added some outstanding achievements, Ho Chi Minh City police also promptly handled the subject spreading false information about the leaked Literature exam questions. Hai Phong police discovered and handled two subjects posting distorted information, defaming the exam on Facebook groups and fined them 22.5 million VND.
According to statistics, the police force nationwide arranged more than 15,000 officers and soldiers to participate in all stages of the exam, ensuring security and order, and handling complicated situations that arise...
Recently, Unit A03 also directly verified, guided and coordinated with other forces to quickly clarify the suspicions of leaked exam papers related to 2 candidates in Yen Bai and Cao Bang. From there, the case was transferred to the investigation agency and prosecuted.
In addition, A03 also coordinated with localities and examination councils to verify and handle 37 candidates using mobile phones in the examination room, which could lead to leaking exam questions.
From the above results, Major General Tran Dinh Chung recommended that the 2024 high school graduation exam should have closer coordination between the two sectors of public security and education, increase propaganda on security and safety during the exam and regulations on exam confidentiality. Localities need to have a unified process and form of handling candidates using mobile phones and high-tech devices leading to exam disclosure.
He also said that the exam regulations still need to be amended and supplemented regarding the security and safety of the exam, such as the way to handle candidates who intentionally leak exam papers is not enough to ensure deterrence. The regulations on the preservation and use of computers, exam marking components, and exam marking software still have loopholes that are not really strict. Therefore, a more drastic way to handle candidates who intentionally violate the regulations is needed.
The Deputy Director specifically recommended strengthening the pilot application of information technology solutions to prevent and detect the use of high-tech devices. Local police should arrange jamming devices and handheld security inspection devices in the areas where exam papers are printed, invigilated, and graded.
Speaking earlier, Mr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, said that the Ministry of Education and Training is expected to amend and promulgate the exam regulations earlier in February 2024 so that localities and candidates can better prepare for the graduation exam. Along with that, the Ministry will also strengthen coordination and meetings with the Ministry of Public Security to further prevent high-tech exam cheating.
