Expected results of task implementation are highly applicable.
On the afternoon of May 9, 2024, in Hanoi, a working session took place between the Ministry of Industry and Trade and the Vietnam Academy of Science and Technology (VAST) to review the program of coordination in science and technology activities, innovation and orientation for the period 2024-2030.

Mr. Ly Quoc Hung, Director of the Department of Science and Technology (Ministry of Industry and Trade) said that on March 17, 2023, the Ministry of Industry and Trade and VAST jointly signed a Coordination Program on science, technology and innovation activities for the period 2023 - 2026, with a vision to 2030 (coordination program No. 1492) to promote coordination between the two units, promote the role of science and technology forces in supporting enterprises in the industry and trade sector to quickly apply new and modern technologies to production and business practices, thereby improving productivity, quality and competitiveness.
After the Program was signed, the focal points of the two units, the Department of Science and Technology (Ministry of Industry and Trade) and the Department of Application and Deployment of Technology (VAST), organized working sessions, discussed and agreed on implementation methods; at the same time, identified a number of priority tasks to be deployed in the 2023 - 2024 science and technology plan of the Ministry of Industry and Trade to coordinate with VAST.

"The two units have quickly established a channel for exchanging and providing information. The Ministry of Industry and Trade has received, reviewed and assigned units in VAST to carry out scientific and technological tasks, in accordance with the priority orientation in the program (focusing on the fields of biotechnology, environmental industry, and materials industry)" - Mr. Ly Quoc Hung said.
In particular, during the process of developing the 2024 Plan, the Ministry of Industry and Trade received 11 proposals from VAST. After being reviewed by the Professional Councils, the Ministry of Industry and Trade included 5 tasks in the Ministry's 2024 Science and Technology Plan (4 tasks in the field of biotechnology and 1 task in the field of materials technology). "It is expected that the results of the implementation of the tasks will be highly applicable in enterprises of the Industry and Trade sector," said Mr. Hung.
However, Mr. Ly Quoc Hung said that the new implementation content mainly focuses on coordinating research, proposing, ordering and implementing scientific and technological tasks and task clusters in priority technology sectors and fields.
Even for this content, current research is still focused on the main field of biotechnology, with a few tasks in the field of environmental industry and material technology. There is currently a lack of tasks in the fields of renewable energy, mining industry, chemicals, industrial explosives... some of the specific scientific and technological tasks ordered by VAST have not been researched, consulted, or proposed for implementation...

With the existing strengths and resources of VAST and the strengths of the science and technology organizations of the Ministry of Industry and Trade, Mr. Hung proposed that the two sides coordinate to build a number of research orientations (task clusters) that focus on comprehensively and fundamentally solving the core and key issues of the Industry and Trade sector, with some key priorities expected such as: Biotechnology, materials technology, and rare earth mineral deep processing technology.

Proposing some research directions in the coming period, Associate Professor, Dr. Phan Tien Dung, Head of the Department of Application and Deployment of Technology (VAST) stated, The Department of Science and Technology and the Technology Application and Deployment Board continue to maintain regular and timely information to inform each other about the work of developing and organizing the implementation of the annual science and technology plan.
Accordingly, upon receiving information from the Department of Science and Technology, the Technology Application and Deployment Board is the focal point of VAST to organize for units under VAST to research and propose tasks to participate in the science and technology plan of the Ministry of Industry and Trade, ensuring adherence to the content and orientation set out in the coordination program; synthesize qualified proposals to send to the Ministry of Industry and Trade; guide, monitor and urge units under the Academy to participate in the selection and implementation of science and technology tasks of the Ministry of Industry and Trade to ensure compliance with current regulations.
Every year, the Ministry of Industry and Trade considers ordering VAST to provide reports analyzing and evaluating advanced technical and technological trends in the world in the industrial and commercial sectors under the management of the Ministry of Industry and Trade. The first year of pilot implementation is 2025.

In addition, the two sides will strengthen the organization of connections between institutes, schools, and enterprises under the Ministry of Industry and Trade with units under VAST so that the units can coordinate in proposing and implementing common scientific and technological tasks to implement the coordination program.
In 2024, the two sides plan to coordinate to organize at least one conference to introduce and promote achievements and scientific and technological products of VAST as well as research institutes and universities under the Ministry of Industry and Trade.
Associate Professor Dr. Phan Tien Dung also hopes that the two sides will coordinate to build a number of research orientations (task clusters) that focus on comprehensively and fundamentally solving the core and key issues of the Industry and Trade sector in the current period, on the basis of: Exploiting the strengths of high-tech research of VAST, reviewing the overlap with projects/project clusters managed by the Ministry of Industry and Trade, VAST and other related programs. The proposed technology or technology product is feasible when applied in enterprises and is oriented towards the needs of enterprises. The proposed product combines basic research and applied research.
Specifically, some key areas and task clusters are as follows: Developing and mastering deep processing technology of rare earth minerals to obtain products of separate rare earth elements (REO); biotechnology industry, food industry; material technology for high-tech industries, automobile industry, manufacturing and processing; application of space technology for the Industry and Trade sector; application of environmental - energy technology.

Concluding the meeting, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan personally thanked Prof. Dr. Chu Hoang Ha - Vice President of the Vietnam Academy of Science and Technology as well as the Vietnam Academy of Science and Technology for organizing the meeting with careful preparation and a concise and effective agenda.
According to the Deputy Minister of Industry and Trade, the Joint Program No. 1492 has demonstrated the determination of the two units in promoting scientific, technological and innovative activities.
After listening to the reports, the Deputy Minister acknowledged the results of scientific and technological cooperation activities achieved by the two sides over the past year, with many tasks being implemented and basically following the direction of Program 1492.
Based on the proposal agreed upon by both sides, the Deputy Minister suggested that after today's preliminary meeting, the two focal units prepare to organize a more comprehensive and comprehensive conference. The Deputy Minister especially emphasized that the two sides need to set out priority implementation contents for 2024 and cooperation contents for 2025. Thereby, propose more research directions but need to focus, key points, priorities, sequence, progress... to complete.
On the occasion of the upcoming Vietnam Science and Technology Day on May 18, Deputy Minister Nguyen Sinh Nhat Tan congratulated and deeply acknowledged the contributions and dedication of scientists. At the same time, he hoped that the cooperation between the Ministry of Industry and Trade and the Vietnam Academy of Science and Technology would continue to achieve many important results, contributing to the development goals in the new period of both sides.
