Ministry of Transport responds to proposal to upgrade Hai Phong shipping channel

The Ministry of Transport has just sent a document responding to Hai Phong voters regarding maritime projects and works connecting seaports, waterways, and promoting seaport capacity.


Accordingly, the Ministry of Transport received a petition from voters of Hai Phong city to soon approve the policy for upstream ports of Nam Dinh Vu port to dredge the remaining channel section to -8.5m to ensure uniform depth for the channel, creating equality for ports in the region.

The Ministry of Transport affirmed that it will closely coordinate with the People's Committee of Hai Phong City in the process of implementing the investment project for the sea-crossing bridge (Illustration photo).

At the same time, continue to improve the road traffic system connecting internal ports in the region, add sea bridges and routes behind Hai Phong International Gateway Port, and upgrade inland waterways to ensure the operation of all sizes of ships.

Regarding the upgrading of the maritime channel, to improve the efficiency of investment in synchronous exploitation of maritime infrastructure in the area, the Ministry of Transport has approved the policy of allowing port enterprises in the Nam Dinh Vu area to invest in upgrading the Hai Phong maritime channel section to a bottom elevation of -8.5 m.

Regarding the completion of the road traffic system connecting internal ports in the region and adding cross-sea bridges, according to the Ministry of Transport, the current capital source in the 2021-2025 medium-term public investment plan has been allocated to ongoing projects, so it is impossible to balance investment in Tan Vu - Lach Huyen 2 road and bridge.

In the 2026-2030 period, the Ministry of Transport will focus resources on building strategic projects according to the 10-year socio -economic development strategy such as the target of 5,000km of expressway, construction of the North-South high-speed railway, Lao Cai - Hanoi - Hai Phong railway...

At the same time, implementing the Road Law (effective from January 1, 2025), the Ministry of Transport is submitting to the Government for promulgation of a guiding Decree, which will transfer national highways to localities for management, investment, construction and exploitation.

Therefore, in the coming time, the Ministry of Transport requests the National Assembly Delegation of Hai Phong City to propose that the People's Committee of Hai Phong City proactively research and mobilize resources to soon invest in the approach road and Tan Vu - Lach Huyen 2 bridge. The Ministry of Transport will closely coordinate in the process of implementing the project investment.

Regarding the route after Hai Phong International Gateway Port, implementing the direction of Prime Minister Pham Minh Chinh, the Ministry of Transport has decided to adjust the sections of the route after Lach Huyen Port (Km 15+629.94 - Km 15+883.86 and Km 0- Km0+750) into local roads and hand them over to Hai Phong City People's Committee for management, operation and maintenance according to regulations.

In October 2024, the Ministry of Transport issued a document requesting the People's Committee of Hai Phong City to pay attention to balancing and prioritizing the city's capital allocation to accelerate investment implementation and soon put into operation the route after the ports in Lach Huyen wharf area in sync with the investment progress of the ports, contributing to maximizing the efficiency of investment in seaport exploitation in the area.

Up to now, Hai Phong City People's Committee has approved the investment policy for the project to build the road behind Lach Huyen wharf area and is directing agencies to urgently implement the next procedures of the project.

In upgrading inland waterway routes to ensure the operation of all sizes of ships, in the Inland Waterway Infrastructure Planning for the 2021-2030 period, with a vision to 2050 approved by the Prime Minister, 7 central waterway routes are planned to connect Hai Phong city and neighboring localities.

The Ministry of Transport emphasized that it has always paid attention to and invested in projects to upgrade major waterways to improve transport capacity, serve the circulation of large volumes of goods, reduce congestion, and reduce the load on the road system. Thereby, contributing to poverty reduction, and developing regional and inter-regional economies.

Specifically, in the period 2011-2020, priority was given to allocating 1,200 billion to invest in the 250km-long waterway No. 1 Quang Ninh - Hai Phong - Viet Tri. The Ministry of Transport also organized the preparation of a Feasibility Study Report on the investment project to upgrade the waterway route Quang Ninh - Hai Phong - Ninh Binh (via Luoc River) with a total investment of about 4,600 billion VND, expected to use WB loan capital to implement the investment when resources are arranged.
