Implementing the direction of the Prime Minister , the Ministry of National Defense requests agencies and units to focus on implementing the following measures: The General Staff of the Vietnam People's Army directs agencies and units to strictly implement the directive telegram of the Prime Minister, the National Civil Defense Steering Committee and the Ministry of National Defense.
Maintain strict on-duty regime; Proactively monitor the developments of storm No. 10; Check, review, and move warehouses and barracks out of dangerous areas; Ensure safety for forces and vehicles on duty; Mobilize forces and vehicles to respond promptly.
Check and review response plans and options; Review key areas prone to flash floods, landslides, and flooding; Proactively evacuate people to safe places; Ensure safety of key works, works under construction, industrial parks, urban areas, and residential areas.

Officers and soldiers of units of Naval Region 3 deploy storm prevention plans to ensure safety of ships and boats.
The General Department of Logistics - Engineering, Defense Industry and General Department 2 shall strengthen direction and inspection of subordinate units; ensure safety of warehouses, factories, weapons and equipment; prepare forces, technical means, and rescue materials to support localities in overcoming consequences.
The Ministry of National Defense assigned Military Regions 1, 2, 3, 4 and 5 to direct the Military Commands of the provinces and local Civil Defense Commands to check the safety of warehouses, barracks and vehicles; coordinate with local authorities to call on ships to take shelter; organize forces and vehicles to be ready for rescue; concentrate forces to handle unexpected situations. The above tasks must be completed before 10:00 a.m. on September 28.

According to the National Center for Hydro-Meteorological Forecasting, storm No. 10 is moving quickly inland, with strong winds and a wide area of influence. Coastal areas from Thanh Hoa to Quang Ngai will have winds of level 6, later increasing to level 8-9; areas near the storm center will have winds of level 10-13, gusting to level 14-16; waves of 5-7 m high, posing a danger to boats. Very heavy rain is forecast in the North and North Central regions, mainly from Thanh Hoa to Thua Thien Hue with rainfall of 200-400 mm, in some places over 600 mm, with a high risk of flash floods, landslides, and widespread inundation.
