Deputy Prime Minister Nguyen Chi Dung has just signed Decision No. 2138/QD-TTg dated September 27, 2025 promulgating the Plan to implement the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations.
The Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations No. 70/2025/QH15 was passed by the 15th National Assembly at the 9th Session on June 14, 2025, effective from January 1, 2026.
The issuance of the plan aims to ensure effective implementation of innovative contents in the law, especially the construction of a national database on standards, measurements, and quality; and the publication of conformity and technical regulations in the electronic environment to improve the effectiveness of state management and serve people and businesses.
Accordingly, the Prime Minister assigned the Ministry of Science and Technology, the Ministry of Justice, the Ministry of Culture, Sports and Tourism, the Voice of Vietnam , Vietnam Television, relevant ministries, agencies and other press, radio and television agencies according to the management functions of each ministry and agency to compile documents, organize propaganda, dissemination, legal education, training, and professional development on the content of the Law and detailed implementing documents. Implementation time is in the fourth quarter of 2025 and the following years.
The Ministry of Science and Technology shall review legal documents related to laws under its State management authority; ministries, branches and localities shall review legal documents and technical regulations issued by their agencies or subordinates related to laws within the scope, field and area of State management assigned to them and send the review results together with specific proposals for amendments, supplements, replacements and repeals for each document and a preliminary assessment of compatibility with the law to the Ministry of Science and Technology for synthesis and reporting to the Prime Minister in October 2025.
The Ministry of Science and Technology shall preside over and coordinate with the Ministry of Justice, the Government Office and relevant ministries and agencies to develop two documents detailing and guiding the implementation of the following laws: Decree detailing the implementation of a number of articles of the Law on Technical Standards and Regulations and the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Decree regulating the conditions for conducting conformity assessment services. Submission deadline: Before October 15, 2025. Issuance deadline: Before December 1, 2025.
Also according to the Government's plan, the Ministry of Science and Technology is assigned to preside over and coordinate with the Ministry of Justice, the Government Office and relevant agencies to develop the National Standards Strategy before April 30, 2026.
The Ministry of National Defense and the Ministry of Public Security shall specify activities in the field of standards and activities in the field of technical regulations for specific subjects in the fields of national defense and security.
The Prime Minister requested ministries managing sectors and fields, according to their assigned functions and management tasks, to organize the contents to support law enforcement in accordance with legal regulations, including: guiding the application of legal documents detailing the implementation of the law; organizing the reception and handling of recommendations and proposals from agencies, organizations and individuals in the process of implementing the law and guiding documents; organizing the review, assessment and updating of the relevant database system...
The Minister of Science and Technology is responsible for assisting the Prime Minister in monitoring, inspecting, and urging ministries, branches, and localities to implement the tasks stated in the plan, reporting to the Prime Minister on the annual implementation results according to regulations; proposing to commend and reward according to the law for media products with high propaganda value, social influence, and contributing to effectively bringing the law into life.
In the process of implementing the plan, if any difficulties or problems arise, ministries, branches and localities shall promptly report to the Ministry of Science and Technology for synthesis, guidance and resolution within their authority or coordinate with relevant ministries and branches to clarify and unify implementation instructions. In cases beyond their authority, the Ministry of Science and Technology shall report to the competent authority for consideration and decision.
