Additional budget of more than 424 billion VND for expanded immunization

The report presented by Minister of Finance Ho Duc Phoc stated that the Government submitted an additional budget estimate for health, population and family expenditure in 2024 of the Ministry of Health of more than 424 billion VND to carry out expanded vaccination activities in 2024.

Specifically, the budget for purchasing vaccines in 2024 and reserves in the first 6 months of 2025 is more than 423 billion VND, including 11 types of vaccines: neonatal hepatitis B, tuberculosis, oral polio, measles, measles - rubella, Japanese encephalitis, diphtheria - pertussis - tetanus, tetanus - reduced dose diphtheria, tetanus, Rota and DPT-VGB-Hib.

This includes more than VND 110 billion to pay for the contract to purchase 2.8 million doses of DPT-VGB-Hib vaccine on February 5, 2024 between the National Institute of Hygiene and Epidemiology and Vaccine and Biological Products Company No. 1.

Along with that, the budget for compensation for adverse events due to vaccination in 2024 is more than 1.49 billion VND, including 118 million VND to compensate for 1 severe adverse event in 2023 and more than 1.37 billion VND expected to compensate for 12 severe adverse events that may occur in 2024.

During the review, Chairman of the Finance and Budget Committee Le Quang Manh said that the Standing Committee of the Committee found that the expanded vaccination task is deployed and arranged regularly every year. However, this task has not been budgeted for the beginning of 2024.

According to him, the Government's proposal to supplement funding for this task until August 2024 is quite slow. Therefore, he suggested that the Government learn from experience and report to clarify the reasons for the delay in budget allocation.

The Standing Committee of the Finance and Budget Committee would like to propose to the Standing Committee of the National Assembly to allow the Ministry of Health to supplement the 2024 health, population and family expenditure estimate of more than VND 424 billion to carry out expanded vaccination activities according to the Government's proposal.

Explaining later, Minister Ho Duc Phoc said that when the Ministry of Health presented the budget for purchasing vaccines to implement expanded immunization, at that time the Ministry of Finance did not have enough basis to arrange, because it could not distinguish whether this budget came from the local or central budget. Later, when there were new regulations, it was decided to use the central budget to arrange.

Concluding the discussion session, Vice Chairman of the National Assembly Nguyen Duc Hai stated that the National Assembly Standing Committee agreed to supplement the 2024 health, population and family expenditure estimate for the Ministry of Health at VND424,514 million to carry out expanded vaccination activities according to Report No. 369 dated July 24, 2024 of the Government.

The Vice Chairman of the National Assembly emphasized that the Government is responsible for the legal basis of the proposed contents, the accuracy of the data, the completeness, validity, compliance with standards, norms, spending regimes and additional conditions, and the allocation of budget estimates in accordance with the provisions of law; the management and use of the allocated budget settlement and additional budget estimates in accordance with the provisions of the State Budget Law and relevant laws, ensuring timeliness, efficiency, and proper purposes, and preventing loss, waste, and negativity.

The Vice Chairman of the National Assembly requested that the Government urgently review and complete the draft Resolution of the National Assembly Standing Committee to supplement the 2024 budget estimate for the Ministry of Health, send it to the Finance and Budget Committee, and report to the National Assembly at the next session.

Voting afterwards, 100% of the members of the National Assembly Standing Committee present approved the addition of a budget of more than 424 billion VND to carry out expanded vaccination activities.
