Minister Nguyen Kim Son talks about the 'major reorganization' of the university education system

At the 2025 Higher Education Conference today, September 18, Minister of Education and Training Nguyen Kim Son called on public university leaders in the coming time to be happy in all situations, because there will be a change in the position of the leader.

At the conference, Mr. Le Dinh Nghi, Director of the Department of Personnel Organization, Ministry of Education and Training, said that the ministry is drafting a resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW. It is expected that the Ministry of Education and Training will propose regulations that the agency directly managing public educational institutions appoints the head and deputy.

Minister Nguyen Kim Son said that there will be changes in the leadership of some public universities.

Currently, public universities have basically finished organizing Party congresses and elected Party committee secretaries who are also chairpersons of the university councils. However, the universities are awaiting guidance on the personnel restructuring of Party committee secretaries who are also heads of educational institutions, after the law amending the Law on Higher Education was passed by the National Assembly and the abolition of the university councils according to Resolution 71-NQ/TW.

In his concluding remarks at the conference, Minister of Education and Training Nguyen Kim Son explained the principle in the Party Resolution that "the Party Committee Secretary is also the leader" contains content that guides the Party's leadership role, so it should be understood as integrating two positions into one.

Therefore, the selection of future university leaders must be based on the reality of "who is capable enough to shoulder both roles".

According to Minister Nguyen Kim Son, in the near future (from January 1, 2026), when the school council institution no longer exists according to new regulations, the Ministry of Education and Training will issue standards and conditions for the position of head. Schools will base on that to choose the best person to take on the "two-in-one" position.

Ready for anything, happy in every situation

According to Minister Nguyen Kim Son, the entire higher education system is preparing for a "major reorganization". The top personnel of the merged, integrated, and restructured institutions may be appointed. "The results of the congresses of the Party Committees still retain their value in guiding the collective leadership, by the executive committee and the standing committee. But the positions of a few people may have to be adjusted," Mr. Son said.

According to Minister Nguyen Kim Son: "Therefore, teachers in public schools need to be ready for all possibilities and be happy in all situations. We must be fair and just thinking about where I will sit is an inappropriate attitude."

He called on members of the leadership of public universities in the next three months to work with the spirit of party members and the position of intellectuals, and to think together about how to develop the unit, not fight for personal interests.
