Towards Regional Universities after 2030
On the afternoon of September 28, Minister of Education and Training Nguyen Kim Son attended the Conference to announce the decisions to recognize the University Council, Chairman of the University Council and Rector of Tay Bac University for the 2025-2030 term.
At the conference, the Minister presented Decision No. 2345/QD-BGDDT, dated August 19, 2025, appointing Dr. Nguyen Van Dinh to hold the position of Rector of Tay Bac University for a term of 5 years (2025-2030).

In his acceptance speech, Dr. Nguyen Van Dinh expressed his honor at being entrusted with the new responsibility, affirming that he will maintain and promote solidarity among the staff; build a modern learning environment; aim to develop Tay Bac University into a regional university after 2030, and at the same time do a good job of training Lao students.
Speaking at the conference, Minister Nguyen Kim Son believed that in his new position, Dr. Nguyen Van Dinh will promote his intelligence, experience, and solidarity with the staff, lecturers, employees, and students of Tay Bac University to successfully complete all tasks.

The Minister emphasized that in 2025, along with the country's restructuring, the education and training sector faces many opportunities, chances and challenges. Central directive documents such as Decision No. 452/QD-TTg dated February 27, 2025 of the Prime Minister on approving the planning of the network of higher education and pedagogical institutions for the period 2021 - 2030, with a vision to 2045; Resolution 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development - have had a direct impact on the development of the School.
To successfully complete the task, the Minister requested Tay Bac University to continue to define its vision, goals, mission and educational philosophy in line with the development trend of the times. In particular, the development of the school is linked to Decision 452/QD-TTg, which identifies Tay Bac University as one of 14 key institutions for teacher training, aiming to develop into a regional university after 2030.
The Minister also requested Tay Bac University to uphold the spirit of solidarity, exemplary role, responsibility, and creativity in the leadership team; at the same time, take care of the school's development from strategic tasks to daily work with a spirit of dedication and devotion.

Northwest University unites and strives to overcome difficulties
Earlier, in the afternoon of the same day, Minister Nguyen Kim Son and his delegation worked with Tay Bac University to grasp the recent operational situation and orient development in the coming period.
Tay Bac University was established in 2001 under Decision No. 39/2001/QD-TTg dated March 23, 2001 of the Prime Minister. Its predecessors were Thai Meo Autonomous Region Secondary Teacher Training School, Tay Bac 10+3 Secondary Teacher Training School, Tay Bac Pedagogical College. Currently, the school is a multidisciplinary educational institution including: pedagogy, agriculture and forestry, economics, tourism, health sciences; at the same time, it is a center for scientific research, technology transfer and training of international students from 9 provinces of Northern Laos.
Over the years, Tay Bac University has promoted the spirit of autonomy, solidarity, and efforts to overcome difficulties and achieved many outstanding results: maintaining 25 training majors with a scale of nearly 6,000 students/year; over 90% of graduates have jobs; developing a complete system of pedagogical majors from preschool to high school, with an affiliated practice high school serving pedagogical training and practice.

At the meeting, the school recommended that the Ministry of Education and Training consider a special mechanism to attract and reward teachers and scientists; continue to develop in a multi-disciplinary and multi-field direction; and build advanced, high-quality training programs.
The school also proposed to exempt or reduce tuition fees for ethnic minority students in the agriculture and forestry sector; support the development of science and technology, innovation; and create conditions for access to investment capital to complete facilities.

Minister Nguyen Kim Son acknowledged and affirmed the important role of Tay Bac University in training human resources for the region. He suggested that the school continue to improve its staff organization, expand its enrollment area, improve the quality of training human resources and Lao students; at the same time, focus on the fields of pedagogy, agriculture - forestry, information technology, Lao - Thai language teacher training; strengthen cooperation with domestic and foreign universities, consolidate the staff and lecturers, and meet the requirements of the labor market.
