According to the leader of the Ministry of Home Affairs, when restructuring the apparatus, officials and civil servants must accept sacrificing their own interests for the common goal.

At the end of the discussion session on the afternoon of June 17, Minister of Home Affairs Pham Thi Thanh Tra gave a speech explaining and clarifying a number of issues raised by National Assembly deputies regarding the arrangement of the apparatus and organization of two-level local governments and improving the quality of cadres, civil servants and public employees.

According to the Minister of Home Affairs, the staff and civil servants are the key factor determining the success of the new organizational model. Restructuring and improving the quality of the staff is an urgent requirement to completely transform from administrative management to governance and serving the people, especially when the new model requires increasingly higher quality work and requirements.

Therefore, the upcoming team of cadres, civil servants and public employees must be multi-tasking, multi-talented, have the ability to synthesize, handle work with innovative thinking, standardized public service skills, have ethics, responsibility, service capacity, meet the expectations of national and local governance, aiming to better serve people and businesses.

During the process of restructuring the apparatus, Minister Pham Thi Thanh Tra emphasized the need to do a good job of ideological work for the team of cadres, civil servants and public employees. According to her, a number of people still have concerns when restructuring the apparatus.

The leader of the Ministry of Home Affairs stated that such a great revolution will have sacrifices, losses, and disadvantages. In that context, cadres need to determine the mindset of dedication, accept sacrificing benefits, and cannot demand a regime that exceeds the current capabilities and conditions of the country.

Before the National Assembly , Ms. Pham Thi Thanh Tra shared the thoughts of a number of officials and civil servants and expressed her hope that they will soon free their minds to continue contributing to the country.

The Minister also said that in the coming time, the focus will be on training cadres and civil servants, especially communal-level cadres. After passing the Law on Cadres and Civil Servants, the Ministry of Home Affairs will promptly issue a decree related to training and fostering cadres and civil servants, with special attention to ethnic minority cadres and civil servants and female cadres.

In addition, the Ministry of Home Affairs recommends that localities need to pay attention to building a public service culture, taking the effectiveness of serving the people as a measure to evaluate cadres and civil servants, and taking dedication and integrity to meet the requirements of tasks in the new situation.

The Minister also requested that localities should promptly implement the full regime for cadres, civil servants and public employees affected by the restructuring of the apparatus and administrative units. According to Ms. Pham Thi Thanh Tra, this is a set of humane and outstanding policies that both restructure the team and retain capable people and attract talent.

Participating in the previous discussion, National Assembly delegate Hoang Duc Thang ( Quang Tri delegation) emphasized that cadres, civil servants and public employees in provinces subject to administrative unit rearrangement will face initial difficulties when changing their workplace, which may be hundreds of kilometers away from home.

Therefore, delegate Thang proposed that there should be timely, strong and synchronous measures to solve the above problems. To retain talented people and civil servants with good professional capacity, Mr. Hoang Duc Thang suggested harmoniously solving groups of problems regarding remuneration, working environment, assessment, recognition and promotion opportunities.

According to delegate Thang, the remuneration policy is the center, with the core being salary and benefits to ensure competitiveness with the private sector, especially for positions requiring high professional qualifications. Therefore, it is necessary to drastically reform the salary policy, supplement other welfare policies and bonuses based on work performance.

Delegates also recommended building a professional working environment and promoting innovation so that employees are evaluated, recognized for their talents and contributions in a worthy manner. At the same time, reform and innovate the recruitment, promotion, appointment and use of staff, focusing on attracting young, highly qualified and creative human resources.
