Overcoming the negative

It is noted that, compared to the circular regulating extra teaching and learning in 2012, this circular has many remarkable new points to overcome the negative aspects of extra teaching and learning. Accordingly, extra teaching is not organized for primary school students, except in the following cases: training in arts, physical education, life skills training. Teachers who are teaching at schools are not allowed to teach extra classes outside the school for money to students that the teacher is assigned to teach by the school according to the school's educational plan. This regulation is to limit the teachers from sending their students out to teach extra classes.

Regarding extra teaching and learning in schools, the new circular limits the subjects who are allowed to take extra classes in schools to 3 groups and does not collect money from students: students whose final semester study results are not satisfactory; students selected by the school to nurture excellent students; final year students who voluntarily register to review for entrance exams and graduation exams according to the school's education plan.

The Circular also stipulates that the arrangement of classes, assignment of teachers, arrangement of timetables and organization of extra teaching and learning must ensure the following requirements: extra classes are arranged by subject for each grade; each class has no more than 45 students according to the regulations of the General School Charter; in a week, each extra subject has no more than 2 periods; extra teaching hours are not arranged alternately with the timetable for implementing the main curriculum (to limit the negative effect of forcing students to take extra classes); extra teaching content must not be taught in advance compared to the distribution of the subject curriculum in the school's education plan.

Mr. Tran Thanh Nam highly appreciated the regulation prohibiting teachers from giving extra lessons outside of school to students that the teachers themselves teach in class. The meaning of this is to promote activities to support students right in the classroom, helping to ensure the quality of education without the need for extra teaching and learning.

It can be seen that in recent times, tutoring and extra learning have become a problem, a difficult-to-talk-about concern for parents because there are no specific regulations on tutoring and extra learning in and out of school. Teachers can easily use soft power to "force" parents to send their children to extra learning; schools arrange inter-related subjects in the form of "inserting" them into regular school hours so that parents have no chance to refuse. The new regulations that have just been issued have taken into account practical feedback to limit the current pain of tutoring and extra learning.

Associate Professor, Dr. Tran Thanh Nam, Vice Principal of the University of Education (Hanoi National University) shared that Circular 29 regulating extra teaching and learning has many positive points and demonstrates progressive management thinking, no longer the mindset of "if you can't manage it, then ban it". It is suitable for the context of building an open education system and lifelong learning capacity of the community. The Circular creates a legal corridor to prohibit negative phenomena of extra teaching, but does not eliminate the legitimate needs and real learning aspirations of each individual learner.

Strengthening the management responsibility of the head of the educational institution (principal) is also appropriate in the current context because only managers at the grassroots level can deeply understand the situation and react quickly to eliminate negative aspects related to extra teaching and learning. According to Mr. Nam, in addition to the state administrative supervision mechanism, it is necessary to combine the community supervision mechanism to ensure integrity in the management of extra teaching and learning activities.

Mr. Nam highly appreciated the regulation prohibiting teachers from giving extra classes outside of school to students that the teacher teaches in class. The meaning of this is to promote activities to support students right in the classroom, without the need for extra teaching or learning. However, it is necessary to have a mechanism to manage extra teaching and learning in an effective and transparent manner. “It is necessary to take advantage of the power of information technology in managing extra teaching and learning. The purpose is to avoid overloading the receptive capacity of learners. Parents can voluntarily give extra classes, but if it is too much compared to the learning ability of students, it cannot be good,” said Mr. Nam.

Proposal to include in the list of conditional businesses

Associate Professor Dr. Chu Cam Tho, Head of the Department of Educational Research and Evaluation (Vietnam Institute of Educational Sciences, Ministry of Education and Training) further looked at the issue of extra learning and extra teaching from an economic perspective. She asked: Should extra teaching be considered a "conditional business"? Putting a profession into the list of conditional businesses is to ensure that business activities in that profession are strictly controlled, comply with legal regulations and ensure the common interests of society. If based on criteria affecting social security such as the popularity of the profession, the development of human resources, etc., it can be seen that extra teaching is truly a special profession.

Therefore, adding tutoring to the list of conditional businesses will help better control tutoring centers, prevent the situation of racing for scores, tutoring overload, and putting pressure on students and teachers.

Putting tutoring into the list of conditional businesses will reduce inequality, promote tutoring based on the real needs of learners, and the ability of service providers to meet them. From there, the role of families, parents, and learners themselves is truly enhanced, becoming decisive when choosing tutoring services. In particular, putting tutoring into the list of conditional businesses will help distinguish between tutoring and supplementary knowledge activities at schools.

This is important in today's reality, when the boundary between these two activities is ambiguous, causing many schools and educational organizations to not really fulfill their educational role and mission, leading to the abuse of extra tutoring.
