According to the Ministry of Culture, Sports and Tourism, through the review results in 2025, up to now, there are 21 legal documents under the authority of the Minister of Culture, Sports and Tourism that are no longer suitable with the legal system and practice and need to be abolished.
Some legal documents issued by the Minister of Culture and Information (formerly) are legal documents issued a long time ago, no longer suitable to the current socio -economic situation, and have been and are being replaced by new documents.
Therefore, the development of a Circular to abolish a number of legal documents under the authority of the Minister of Culture, Sports and Tourism is very necessary, contributing to perfecting the legal system in the management field of the Ministry and ensuring proper implementation of the provisions of the Law on Promulgation of Legal Documents 2025, the Law on Amending and Supplementing a Number of Articles of the Law on Promulgation of Legal Documents 2025 and detailed regulations for implementation.
The Draft Circular clearly states that the following 19 legal documents are abolished:
1. Decision No. 08/2000/QD-BVHTT dated April 28, 2000 of the Ministry of Culture and Information guiding the management of electronic games.
2. Decision No. 24/2000/QD-BVHTT dated September 28, 2000 of the Minister of Culture and Information on the validity period of some types of licenses.
3. Circular No. 07/2004/TT-BVHTT dated February 19, 2004 of the Ministry of Culture and Information guiding the order and procedures for registering national relics, antiques and treasures.
4. Decision No. 86/2008/QD-BVHTT dated December 30, 2008 of the Minister of Culture and Information on promulgating regulations on archaeological exploration and excavation.
5. Circular No. 01/2010/TT-BVHTTDL dated February 26, 2010 of the Ministry of Culture, Sports and Tourism promulgating the Regulation on organization and operation of public service organizations operating in the fields of culture, sports and tourism in districts, towns, provincial cities and centrally run cities.
6. Circular No. 11/2010/TT-BVHTTDL dated December 22, 2010 of the Ministry of Culture, Sports and Tourism stipulating the criteria of Cultural - Sports Centers of districts, towns and provincial cities.
7. Circular No. 13/2010/TT-BVHTTDL dated December 30, 2010 of the Ministry of Culture, Sports and Tourism stipulating the order and procedures for requesting recognition of national treasures.
8. Circular No. 07/2011/TT-BVHTTDL dated June 7, 2011 of the Ministry of Culture, Sports and Tourism amending, supplementing, replacing or abolishing, revoking regulations related to administrative procedures under the management scope of the Ministry of Culture, Sports and Tourism.
9. Circular No. 09/2011/TT-BVHTTDL dated July 14, 2011 of the Ministry of Culture, Sports and Tourism regulating the content of scientific dossiers for ranking historical - cultural relics and scenic spots.
10. Circular No. 22/2011/TT-BVHTTDL dated December 30, 2011 of the Ministry of Culture, Sports and Tourism regulating the conditions for establishment and operation of antique appraisal facilities.
11. Circular No. 07/2012/TT-BVHTTDL dated July 16, 2012 of the Minister of Culture, Sports and Tourism guiding Decree No. 32/2012/ND-CP dated April 12, 2012 of the Government on management of export and import of cultural products not for business purposes.
12. Circular No. 19/2012/TT-BVHTTDL dated December 28, 2012 of the Minister of Culture, Sports and Tourism stipulates the types of relics and antiques that cannot be brought abroad.
13. Circular No. 17/2013/TTBVHTTDL dated December 30, 2013 of the Minister of Culture, Sports and Tourism guiding the determination of costs for planning, projects, and economic-technical reports on the preservation, restoration and rehabilitation of relics.
14. Circular No. 04/2016/TT-BVHTTDL dated June 29, 2016 of the Minister of Culture, Sports and Tourism amending and supplementing a number of articles of Circular No. 15/2012/TT-BVHTTDL; Circular No. 07/2012/TT-BVHTTDL; Circular No. 88/2008/TT-BVHTTDL and Circular No. 05/2013/TT-BVHTTDL.
15. Circular No. 13/2016/TT-BVHTTDL dated December 9, 2016 of the Minister of Culture, Sports and Tourism stipulating model regulations on the operation of public libraries at provincial, district and commune levels.
16. Circular No. 02/2017/TT-BVHTTDL dated July 5, 2017 of the Minister of Culture, Sports and Tourism regulating the standards for antique appraisal experts.
17. Circular No. 22/2018/TT-BVHTTDL dated June 29, 2018 of the Minister of Culture, Sports and Tourism amending and supplementing a number of articles of Circular No. 07/2012/TT-BVHTTDL dated July 16, 2012 of the Minister of Culture, Sports and Tourism guiding Decree No. 32/2012/ND-CP dated April 12, 2012 of the Government on management of export and import of cultural products not for business purposes.
18. Circular No. 01/2020/TT-BVHTTDL dated May 22, 2020 of the Minister of Culture, Sports and Tourism stipulating the forms of documents announcing the establishment, merger, consolidation, division, separation, dissolution and termination of library operations.
19. Circular No. 18/2022/TT-BVHTTDL dated December 28, 2022 of the Minister of Culture, Sports and Tourism amending and supplementing a number of articles of Circular No. 09/2011/TT-BVHTTDL dated July 14, 2011 of the Minister of Culture, Sports and Tourism regulating the content of scientific dossiers for ranking historical - cultural relics and scenic spots.
In addition, the Ministry of Culture, Sports and Tourism proposed to partially abolish the following 7 legal documents:
1. Abolish Clause 2, Article 3 of Circular No. 12/2010/TTBVHTTDL dated December 22, 2010 of the Minister of Culture, Sports and Tourism regulating the model of organization, operation and criteria of the Commune Cultural - Sports Center.
2. Abolish Clause 3, Article 6 of Circular No. 18/2011/TT-BVHTTDL dated December 2, 2011 of the Minister of Culture, Sports and Tourism stipulating the model for organization and operation of grassroots sports clubs.
3. Abolish point e, clause 1, Article 7, clauses 1 and 2, Article 8 of Circular No. 09/2012/TT-BVHTTDL dated November 19, 2012 of the Minister of Culture, Sports and Tourism regulating the organization of mass sports competitions.
4. Abolish Clause 4, Article 3 of Circular No. 09/2016/TT-BVHTTDL dated October 14, 2016 of the Minister of Culture, Sports and Tourism regulating the organization of art competitions and festivals.
5. Abolish Clause 7, Article 5 of Circular No. 36/2016/TT-BTTTT dated December 26, 2016 of the Minister of Information and Communications detailing the licensing of operations and reporting regime for audio and visual newspapers.
6. Abolish a number of articles and appendices of Circular No. 07/2017/TT-BVHTTDL dated December 29, 2017 of the Minister of Culture, Sports and Tourism regulating the collection and reporting of information on family and prevention and control of domestic violence as follows:
a) Abolish point b, clause 3, Article 4 and clause 4, Article 5.
b) Abolish form No. 04 of the Appendix issued with Circular No. 07/2017/TT-BVHTTDL.
7. Abolish a number of articles and appendices of Circular No. 13/2023/TT-BVHTTDL dated October 30, 2023 of the Minister of Culture, Sports and Tourism amending and supplementing regulations related to citizen papers in a number of Circulars issued by the Minister of Culture, Sports and Tourism as follows:
a) Articles 1, 2 and 8.
b) Appendices I, II and VIII attached to Circular No. 13/2023/TT-BVHTTDL.
