Ministry of Construction surveys seaport planning in Phu Quoc special economic zone

On the morning of July 18, Deputy Minister of Construction Nguyen Xuan Sang surveyed and worked with the People's Committee of An Giang province and the People's Committee of Phu Quoc special economic zone on the planning of seaports in Phu Quoc special economic zone. Speaking at the meeting, Deputy Minister of Transport Nguyen Xuan Sang emphasized that the An Giang provincial government and Phu Quoc special economic zone urgently develop a plan to effectively exploit An Thoi international passenger port - a key transport infrastructure project that has been handed over by the ministry.

The Deputy Minister expressed concerns about maritime security, fire and explosion prevention, safety... in the port area and requested that relevant agencies review and rectify port operations, ensuring safety and security for vehicles and passengers.

According to the Department of Construction of An Giang province, Kien Giang seaport belongs to group 5 seaports. In Phu Quoc special zone, the planning includes Phu Quoc wharf area, the function is to serve the socio-economic development of Phu Quoc; there is an international passenger wharf combined with general cargo handling. The size of international passenger ships is up to 225,000 GT, general cargo ships up to 30,000 tons. An Thoi, Vinh Dam, Bai Vong, Mui Dat Do ports have general wharves, liquid and gas cargo; passenger wharves, sea ferries, marinas; ship sizes up to 3,000 tons.

For the Phu Quoc International Passenger Port construction investment project with a total investment of more than 1,644.7 billion VND, the Department of Construction Investment Management of the Ministry of Transport (now the Ministry of Construction) has inspected and accepted the completion of the project; completed the design review on fire prevention and fighting, completed dredging the channel and turning basin to the design depth, and installed a buoy system.

The project has been announced by the Vietnam Maritime Administration as a dedicated shipping channel. Kien Giang Maritime Port Authority has put the maritime signal system into use, completed the oil spill response plan, and been approved by the Provincial People's Committee.

The project has completed the legal procedures for opening the port, the establishment of electronic charts has been assessed by the Vietnam Department of Surveying, Mapping and Geographic Information. However, the current difficulty is the requirement of shipping lines, electronic charts must be updated by the United Kingdom Hydrographic Office (UKHO).

Regarding Bai Vong port, on September 18, 2024, based on the approved compensation plan for the value of infrastructure assets of Bai Vong port tourist area, Hoa Binh Ham Ninh Joint Stock Company paid the full compensation amount into the state budget account and carried out management and exploitation activities and prepared to invest in items according to the plan.

As for Vinh Dam Port, managed and operated by Toan Hai Van Joint Stock Company, this is a general port, combined with a storm shelter for ships in the area. The port has completed the first phase items, the remaining items have not been completed yet such as dredging the channel (reefs), construction of unapproved embankments, site clearance and land handover.

Vinh Dam Port was announced by the Department of Transport (now the Department of Construction) as a general passenger and construction material cargo terminal with a length of 500m (including 5 wharves capable of receiving 1,500 DWT ships; 2 passenger wharves receiving 300-passenger high-speed ships and 1 ferry terminal receiving 300-passenger ships). Cargo handling capacity is from 1-1.5 million tons/year; there is a 10,000m2 cargo warehouse, a 250,000m2 cargo staging area.

Regarding An Thoi port, on January 23, 2025, the Vietnam Maritime Administration handed over the maritime infrastructure assets of An Thoi seaport to the Department of Construction of An Giang province to receive and manage exploitation. Currently, the maritime infrastructure assets of An Thoi port have been degraded due to many years of disuse, there are no buoys and no unit to organize exploitation. The Department of Construction is researching and consulting to submit to the Provincial People's Committee a project to manage and exploit An Thoi - Phu Quoc seaport according to regulations.

Mui Dat Do Wharf has a general wharf, liquid and gas cargo wharf, passenger wharf, sea ferry, and marina; ships with a capacity of up to 3,000 tons. Currently, this area has been planned to build works to serve APEC.

Phu Quoc also has 5 temporary wharves in Bai Vong hamlet of enterprises approved by the Provincial People's Committee for temporary investment and construction to serve the demand for supplying construction materials, and the temporary wharves in Phu Quoc are extended until December 31, 2025.

Currently, Phu Quoc special economic zone has about 321 valid investment projects in the planning areas, of which 268 projects are under construction; the demand for construction materials is about 7.5 million tons/year; the number of passengers traveling to and from Phu Quoc by sea is about 6,000/day on average, in addition, there are a large number of cars transported back and forth at temporary wharves.
