Vietnamese football aims to participate in the World Cup in 2034

Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong signed Decision No. 2368/QD-BVHTTDL approving the Project on developing Vietnamese Football to 2030, with a vision to 2045.

The Project aims to develop a widespread football movement among all social groups. Focus on investing in training football talents, gradually approaching the goal of entering the top 10 countries with the most developed football in Asia, striving to achieve the goal of qualifying for the 2030 FIFA World Cup Finals. Perfecting the market mechanism in the football sector, turning football into a comprehensive service economy . Innovating management mechanisms and methods, unleashing potential, mobilizing and effectively using resources, and social participation in developing football in Vietnam.

The project to develop Vietnamese Football to 2030, with a vision to 2045, is divided into two phases.

The goals by 2030 include innovating and perfecting the system of selecting and training football talents; linking training of the next generation of athletes to create a source for professional football clubs and national football teams;

Develop high-performance football in a professional direction; Build the Vietnam Football Federation and its member organizations into strong organizations, capable of undertaking management and organization of most football activities in our country.

Developing facilities and techniques to serve football activities; being ready to host continental and world football tournaments; Forming and expanding the football business and service market, the football player transfer market; Developing our country's football, becoming one of the football centers of the region and continent; by 2030, being in the top 10 countries with the most developed football in Asia.

During this period, with the SEA Games goal, strive for men's football to win medals at the 2025 SEA Games; gold medals at the 2027 SEA Games and gold medals at the 2029 SEA Games; Women's football: Strive for gold medals at the 2025, 2027 and 2029 SEA Games.

ASIAD goal: strive for men's football at ASIAD 2026 to pass the group stage; ASIAD 2030 strives to reach the quarter-finals; Asian Cup 2031 strives to reach the quarter-finals;

Women's football, strive to reach the semi-finals at ASIAD 2026; strive to reach the semi-finals at ASIAD 2030; strive to pass the group stage at Asian Cup 2026; strive to reach the quarter-finals at Asian Cup 2030;

Olympic goals, FIFA World Cup 2030, 2034, men's football strives to reach the third qualifying round of the 2030 World Cup, strives to qualify for the 2034 World Cup; qualifies for at least 1 Olympic Games in 2028 or 2032.

Women's football strives to participate in the 2027 and 2031 World Cups; strives to win a spot in at least one Olympic Games in 2028 or 2032.

Phase 2, oriented to 2045, innovates and perfects the system of selecting and training football talents; combines training of lines and generations of athletes to create resources for professional football clubs and national football teams. Methodically applies achievements of science , technology, modern sports medicine in selecting, training, and nurturing football talents; develops economic activities and services in the field of football.

The project is divided into two phases with specific objectives.

Professionalize football at a high level at the national team and club levels in terms of structure, organization, personnel, expertise, commerce, legality, medical care services, and professional football business to create revenue for football development.

The Vietnam Football Federation and its member organizations are professional, skilled, highly prestigious in the region, continent and the world, and are capable of representing the country in the FIFA Age Group Finals and the Asian Football Championship Finals.

The State invests and implements the build-operate-transfer (BOT) mechanism and the public-private partnership (PPP) investment form to quickly develop and complete the material and technical facilities serving football activities; ready to host continental and world football tournaments.

The football business and service market, the football player transfer market have developed at a high level, diversifying revenue sources for professional football activities to serve development; for grassroots football, community football, and recreational football, the State encourages and has preferential mechanisms on land use terms and tax incentive policies to mobilize social resources to participate in development, paying attention to creating favorable conditions for children without income to access facilities to practice football; The law clearly stipulates and protects copyright, image rights, and related rights such as: Internet rights, data exploitation rights on existing media platforms and those that will develop in the future.

Our country's football develops, becoming one of the football centers of the region and continent; has a solid position in the top 10 countries with the most developed football in Asia, striving to be present in at least 1 FIFA World Cup Final in the period 2030 - 2045.

During this period, with SEA Games, men's football strives to maintain its TOP position in Southeast Asia; gold medals at SEA Games; women's football strives to maintain its TOP position nationally in Southeast Asia; gold medals at SEA Games.

Each tournament level will have appropriate goals.

With ASIAD, men's football strives to maintain its position in the TOP 10 countries in Asia; Participating in ASIAD and Asian Cup, striving to win medals.

Women's football strives to maintain its position in the TOP 5 countries in Asia; Participates in ASIAD and Asian Cup, striving to win medals.

With the Olympic goal, men's football strives to qualify for the World Cup in the period up to 2045; women's football strives to maintain the right to qualify for the World Cup in the period up to 2045.

The project also sets out key solutions to achieve the set goals, including: Innovation, capacity building, and efficiency in football management; Strengthening propaganda and education work, raising awareness of football development in a professional and healthy environment; resolutely preventing and combating negativity in football;

Improve the quality of selection, training and nurturing of young football talents; Research, develop and perfect mechanisms and policies for selection, training and nurturing of young football talents; Improve the capacity of facilities participating in selection, training and coaching of young football talents and human resources in the country;

Strengthen international cooperation and scientific research in training and developing football talents; Promote the role of member federations and social sports organizations in selecting and training football talents; Improve the quality of national championships.

The Project also clearly states that in the period of 2025 - 2030, it will guide the implementation of the Project; issue action plans and programs of central ministries and branches, plans and resolutions of localities to implement the Project; develop and initially implement Projects, projects and plans with concentrated, key and breakthrough investments to solve the tasks.

Continue to implement the Vietnam Football Development Strategy to 2020, with a vision to 2030, the Project "Selection, training, and fostering of sports talents and high-performance sports human resources to 2035"; Organize a preliminary review and assessment of the implementation of the Project; propose a list of documents, projects, and plans to implement the Project for the period 2031 - 2045.

In the 2031 - 2045 period, expand and synchronously deploy tasks and solutions to implement the Project; summarize and evaluate the results of the Project implementation.
