New steps in Party building work

Implementing the Resolution of the 13th National Party Congress and the Resolution of the 14th Provincial Party Congress for the 2020-2025 term, for more than half of the term, the Provincial Party Committee has focused on leading the improvement of the quality of Party building work with the key solution of innovating methods, improving the leadership capacity and fighting strength of grassroots party organizations (GPUs), focusing on political and ideological education and promoting the exemplary role of cadres and party members.

Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, said: One of the tasks that the Provincial Party Committee paid special attention to and implemented immediately after the congress was to focus on innovating leadership methods in a focused and key direction, resolving thematic contents and tasks. In leadership and direction, the consistency, determination, and mettle of the Standing Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Party Delegation of the Provincial People's Council, the Party Executive Committee of the Provincial People's Committee, and the Provincial People's Committee were demonstrated, daring to look straight at shortcomings and limitations; to resolve and remove difficulties for development. The issuance of resolutions, directives, mechanisms, and policies must be consistent with the practical situation, accompanied by ensuring resources, creating high unity in the process of leadership, direction, and implementation. Focus on removing difficulties, obstacles, inadequacies, and some newly arising issues, and bottlenecks that are hindering the province's development. In organizing and implementing, efforts have been made, determined and creative, especially for new and difficult tasks. These are considered highlights in the leadership and direction of the Provincial Party Committee, contributing to creating strong changes in the awareness and actions of the entire political system in implementing the tasks of the entire 2020-2025 term.

The spirit of innovation in the leadership, direction and administration of the Provincial Party Standing Committee, the Provincial Party Standing Committee, and the Provincial Party Executive Committee has spread to all levels of Party committees, authorities, sectors, localities and units in the whole province. The working methods, styles and manners of Party committees and authorities at all levels have been innovated, ensuring scientific , democratic, in-depth, specific, close to the people; promptly concretizing, institutionalizing, building action plans and programs and effectively organizing the implementation of the Party's policies and resolutions in a synchronous and flexible manner. The quality of Party organization and leadership capacity of Party committees at all levels in the whole Provincial Party Committee have been gradually improved.

The work of disseminating and implementing the Resolution of the 13th National Party Congress, the Resolution of the 14th Provincial Party Congress, and the resolutions of the 13th Central Executive Committee has been seriously led and directed by the Provincial Party Committee and the Standing Committee of the Provincial Party Committee with many innovations. The leadership and direction of the development and promulgation of a system of documents to concretize the resolutions, directives, regulations... of the Central Committee on Party building and the political system have been deployed urgently, accurately, synchronously, uniformly and soon put into practice.

Implementing Resolution No. 21-NQ/TW dated June 16, 2022 on strengthening, consolidating and building grassroots Party organizations and improving the quality of Party members in the new period, the Standing Committee of the Provincial Party Committee directed the construction and completion of organizational models of a number of types of grassroots Party organizations and piloting online Party activities and Party activities in Party cells; assigning and directing Provincial Party Committee members to attend activities with residential area Party cells; issuing guidelines on criteria and procedures for building the model of "Four-Good Party Cells", "Four-Good Grassroots Party Committees" and district, city Party Committees, and affiliated Party Committees to direct the construction of Party cells and Party Committees according to the "Four-Good" model. Directing the completion of the transfer of Party organizations (TCCĐ) and Party members according to Regulation No. 60-QD/TW dated March 8, 2022 of the Secretariat on TCCĐ in economic groups, corporations, and state-owned commercial banks. The work of developing Party members has made progress with more than 2,100 new Party members being considered for admission in the first half of the term, bringing the total number of Party members in the province to 21,875.

The work of fighting to protect the Party's ideological foundation and fighting against wrong and hostile viewpoints has received attention from leadership and direction. The Provincial Steering Committee 35 has focused on directing all levels, sectors and localities in the province to proactively grasp the ideological situation and public opinion, promptly detect emerging problems, forecast and propose timely solutions to fight and prevent, contributing to maintaining political security, order and social safety. The Provincial Party Committee and the Provincial Steering Committee for Anti-Corruption and Negativity have resolutely directed all sectors, agencies and localities in the province to step up propaganda, education, and raise awareness of anti-corruption and negativity; continue to proactively prevent, detect and handle corruption and negativity, especially focusing on implementing administrative reform, publicity and transparency.

The Party's inspection, supervision and disciplinary enforcement work continued to be innovated and strengthened on the basis of seriously and synchronously implementing many new Party regulations, contributing to building a clean and strong Party and political system; restraining, preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party. Through the first half of the term, Party committees and Inspection Committees at all levels in the province inspected 1,413 trade unions and 1,531 Party members; and supervised 836 trade unions and 785 Party members. Through inspection and supervision activities, violations and shortcomings were promptly detected, corrected and overcome, contributing positively to improving the leadership capacity and fighting strength of trade unions and improving the quality of Party members, contributing to maintaining strict discipline and order of the Party.

Based on the Resolution of the 4th Central Committee of the 12th and 13th terms, Conclusion No. 21-NQ/TW of the 4th Central Committee Conference of the 13th term, Directive No. 05-CT/TW and Conclusion No. 01-KL/TW of the Politburo and the Party's regulations on setting an example, the Provincial Party Committee has directed Party committees at all levels, trade unions, and collective leaders of agencies and units to seriously carry out self-criticism and criticism in conjunction with the assessment of leaders and managers from the province to the grassroots level in accordance with the regulations and instructions of the Central Committee. The content, process, and assessment methods have been gradually innovated, basically ensuring strictness, objectivity, caution, basis, and increasingly practicality. Party committees at all levels have deployed to cadres and party members to sign commitments to implement the Party's directives and resolutions in accordance with the Central Committee's regulations for monitoring and supervision, and at the same time serve as a basis for annual review, assessment, and classification of trade unions and party members.

Along with that, the Provincial Party Committee and the Provincial Party Committee Standing Committee also strengthened their direction and requested leaders of Party committees and authorities at all levels to regularly receive citizens, resolve complaints, denunciations, reflections and recommendations from the people. Thereby, they have grasped the situation in residential areas, the thoughts and aspirations of cadres, party members and people of all walks of life; helped cadres and party members to be close to the people, understand the people, be close to the people and be responsible to the people; promptly resolved recommendations and proposals and limited complaints and denunciations. The exemplary role of cadres and party members has also been gradually affirmed, contributing to strengthening the people's trust in the leadership of the Party and the management and administration of authorities at all levels. In addition, the mass mobilization system from the province to the grassroots level continues to promote its advisory role to the Party Committee in leading and directing the implementation of the Party's resolutions and directives on mass mobilization, ethnic and religious affairs, etc., contributing to the implementation of socio-economic development tasks, maintaining political security, order and social safety in the province.

The Provincial Party Committee has identified 2024 as the year to "accelerate" the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 14th Provincial Party Congress and the resolutions of Party congresses at all levels. Therefore, the key task of Party building work is to continue to focus on leading and directing the effective implementation of Party resolutions, especially resolutions and directives on Party building and rectification and the political system. Resolutely prevent, repel and strictly handle officials and party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation". Focus on building a team of leaders at all levels with sufficient qualities, capacity and prestige, equal to the task. Direct Party congresses at all levels, towards the 14th National Party Congress, term 2025-2030. Continue to improve the leadership capacity, fighting strength of the Party Central Committee and the quality of the team of officials and party members; improve the quality of Party cell activities. Strengthen inspection and supervision work, maintain discipline, order and prevent corruption and negativity.
