Officials and civil servants work with full responsibility, with the spirit of wholeheartedly serving the people, people no longer have to go through many doors and levels to solve their work. A new government has truly taken shape from an administrative government to a service government.

At 4 pm, the Son Thuy Commune Public Administration Service Center was still bustling with people coming to do transactions. On summer days, the temperature in the room, despite having air conditioning and fans, was still quite stuffy. According to the direction of the Deputy Secretary of the Party Committee and Chairman of the Commune People's Committee, Tran Van But, for every 10 files, the center's civil servants would process and sign them at once, avoiding the situation of too many people coming at the same time.

The commune has a large population of San Diu people, so right at the Public Administration Service Center, Son Thuy arranged 3 civil servants who know the language of the people to support the work, ensuring that everything is done in the most beneficial way for the people. Thanks to that, the work at the center is busy, but scientific . Many people when coming to the center to solve their work exclaimed: The government truly serves the people.

Son Thuy is a commune formed after the merger of three communes: Thien Ke, Ninh Lai and Son Nam. As the southern central commune of Son Duong district (old), the merger of three communes has increased the workload of the new commune's cadres and civil servants by 3 or 4 times. Chairman of the Commune People's Committee Tran Van But said: As soon as the new government is put into operation, in addition to arranging the cadres and civil servants to work in specialized departments, the commune's goal is to require the cadres and civil servants to have full awareness of the two-level government "the government must be close to the people, serve the people", on that basis, the first thing civil servants must have is a high sense of responsibility, a positive and standard working attitude in communicating and behaving with citizens; at the same time, they must immediately start solving tasks related to the people's lives and production.

The Ngo Son bridge, which was invested in and built to connect Hoang La 2 and Tan Tien villages, started construction in the third quarter of 2024, but has been stopped for 3 months now due to the lack of consensus with the people on donating rice fields to build the bridge. As soon as the two-level government started operating, the commune leaders went directly to the villages, grasped their aspirations and gradually resolved the difficulties.

After many trips, propaganda, mobilization, and persuasion, 4 households agreed to support the donation of land to continue the construction of the bridge, including Mr. Ngo Van Nam's household, Hoang La 1 village, donated over 50 m2; Hoang Van Tam's household, Hoang La 2 village, over 40 m2; Hoang Van Ut's household, Hoang La 2 village, over 70 m2; Ngo Van Hai's household, Hoang La 1 village, over 20 m2. Thanks to this approach, after only 2 months of operating the 2-level local government, Son Thuy has successfully mediated 4 land disputes. Many of these cases have been in dispute for many years, affecting local security and order.

Lean, transparent and efficient

The two-level local government was put into operation at the right time when the whole country was determined to step forward into a new era. The administrative apparatus in 124 wards and communes was reorganized in a streamlined direction, with clear responsibilities and reduced overlap in work processing. People appreciated the fact that administrative procedures were resolved more quickly, saving people's time and effort. Along with that, many feedbacks from the grassroots were received and processed promptly thanks to the application of digital transformation.

As in Tan Long commune, right after the People's Council held its first session, the commune simultaneously held a meeting to meet with voters to listen to their opinions and the people. After the meeting, many long-standing issues were resolved by the new team of commune officials and civil servants. Such as resolving traffic congestion and jams on the road in village 21; dredging the streambed in village 22; mining rocks and soil causing landslides in village 17... With the characteristic of a commune with a key forestry economy , the new apparatus also closely coordinated with the forest rangers, organizing the issuance of permits for logging production forests as soon as the people had a need, ensuring the correct progress of logging and forest planting.

Notably, the proactive role of the ward and commune authorities has been clearly promoted, demonstrated in the flexibility in directing and operating as well as in approaching and supporting the people more closely. Chairman of Tan Long Commune People's Committee Tran Duc Luan shared: According to the plan, by August 30, Tan Long must complete the removal of 104 temporary and dilapidated houses for poor and near-poor households. In particular, households with especially difficult circumstances must mobilize all resources to support them to have enough funds to remove temporary houses.

In addition to the State's support, the commune called on officials and civil servants to contribute more funds and labor days. The house of Mr. Tran Quang Vinh, village 4, is the last temporary house in Tan Long that has just been completed. The house is short of people and the family's circumstances are especially difficult. To provide more resources for Mr. Vinh to build a house, the commune officials voluntarily contributed an additional 10 million VND, then participated in dismantling the house, supported the labor days of digging the foundation, transporting construction materials... It was this close attention and dedication that helped Tan Long complete the plan to eliminate 104 temporary and dilapidated houses for poor and near-poor households ahead of schedule.

To further improve the quality of service to the people, at the Public Administration Service Centers in the province, the staff, civil servants and public employees are always reminded to innovate and improve their manners, style, attitude and communication with the people when coming to do transactions. Comrade Vuong Van Thong, Vice Chairman of Yen Son Commune People's Committee, Director of the Public Administration Service Center affirmed: We always adhere to the principle of "4 pleases, 4 alwayss", which are: hello, sorry, thank you, permission; always smile, always be gentle, always listen, always help.

At the same time, strictly implement the "5 no" regulations, which are: no authoritarianism, arrogance, causing difficulties and troubles; no bureaucracy, indifference, irresponsibility; no corruption, waste, group interests; no flattery, lobbying, deceit; no taking advantage of positions and powers in performing public duties. Outside of office hours, we are also willing to stay and work overtime to handle work. Thereby, promptly responding to people's requests, not making people wait for long.

Although there are still many difficulties, the changes and effective impacts of the two-level local government model, especially at the commune level, have demonstrated that the Party's will and the people's will come together when shifting from a passive administrative state, heavily focused on management, to a proactive state, actively serving the people and creating development, while at the same time, reducing compliance time and costs for people and businesses.
