Kinhtedothi - The Hanoi People's Council has held 6 meetings and issued 115 resolutions, including 17 resolutions implementing the Capital Law. The resolutions issued are all highly feasible, implemented by all levels and sectors in accordance with regulations, and have truly come into life.
According to Vice Chairwoman of the Hanoi People's Council Phung Thi Hong Ha, in 2024, the Hanoi People's Council continued to lead and direct the effective implementation of Project No. 15/DA-TU of the Standing Committee of the City Party Committee on "Improving the capacity, effectiveness and efficiency of the People's Councils at all levels in the 2021-2026 period associated with the pilot implementation of the urban government model and the consolidation of rural government in Hanoi"; Resolution No. 594/NQ-UBTVQH15 of the National Assembly Standing Committee on "Guiding the supervisory activities of the People's Council, the Standing Committee of the People's Council, the People's Council Committees, the People's Council Delegation Groups and People's Council Delegates", so that the activities of the People's Councils of the city and at all levels become increasingly systematic, effective and efficient.
The People's Councils at all levels of the city have proactively, responsibly, and promptly organized regular and thematic meetings to consider and resolve important and urgent issues that have a profound impact on the effectiveness and efficiency of government at all levels, policy mechanisms, and measures to ensure socio -economic development tasks and ensure social security of the city.
The City People's Council held 6 sessions, including 4 thematic sessions and 2 regular sessions. The sessions promptly considered and decided on important and urgent issues that had a profound impact on the effectiveness and efficiency of all levels of government, policies and mechanisms, and measures to ensure socio-economic development tasks and ensure social security of the city.
At the meetings, the City People's Council issued 115 resolutions, an increase of 45 resolutions compared to 2023. The resolutions issued are all of very high quality, highly feasible, implemented by all levels and sectors in accordance with regulations, and truly put into practice.
Some typical resolutions include the resolution on balancing and allocating capital, public investment projects with investment levels of thousands of billions of VND are being accelerated. These include the Ring Road 4 project - Capital Region with a total investment capital of about 12.6 trillion VND; the project to renovate and upgrade National Highway 6, Ba La - Xuan Mai section with a total investment capital of 8.1 trillion VND; the project to build Hanoi Children's Palace with a total investment of more than 1.3 trillion VND... and many other public investment projects. These projects have a great impact, promoting the socio-economy and improving the quality of life of the people.
Along with that, other important resolutions have been issued such as: Resolution on Hanoi Capital Planning for the period 2021-2030, vision to 2050; Adjustment of Public Investment Plan, approval, approval of adjustment of investment policies for projects using public investment capital; Project on rearranging administrative units at district and commune levels for the period 2023-2025 of the City; decentralization of management and use of public assets and regulations on authority to decide on the purchase of goods and services under the management of the City; Urban development program for the period up to 2035; Project on establishing the Public Administration Service Center; Approval of tuition fees for public preschools and general education institutions that self-insure for regular tuition, high-quality public preschools and general education institutions for the 2024-2025 school year...
In addition, immediately after the Capital Law was passed, the City People's Council continued to immediately organize conferences to disseminate and disseminate the contents of the Law to People's Council delegates at all levels in the city, and at the same time issued a plan with 89 specific contents to implement the Law. The Standing Committee of the City People's Council proactively coordinated with the City People's Committee to carefully prepare the contents and organize People's Council meetings according to the plan to consider and pass resolutions to implement the Capital Law in accordance with regulations. Up to now, the City People's Council has issued 17 resolutions specifying the contents of the Capital Law and is continuing to implement other contents.
Along with the activities at the session, the Standing Committee of the City People's Council maintained and seriously implemented the meetings of the Standing Committee of the City People's Council; meetings between the Standing Committee of the City People's Council and specialized Committees of the People's Council, the Office of the National Assembly Delegation and the City People's Council; thematic meetings of the Standing Committee of the City People's Council with the Standing Committees of the People's Councils of districts, towns and cities according to regulations to direct, consider and resolve to ensure 100% completion of the assigned tasks.
The Standing Committee of the City People's Council reviewed and commented on more than 56 important contents within its authority between the two sessions: giving opinions on policies for public investment projects, local adjustments to planning, investment policies for non-budget capital projects; giving opinions and approving personnel for the District People's Council within its authority; coordinating the implementation of activities to celebrate the 70th anniversary of the Liberation of the Capital... and important tasks of the City.
Coordination between the Standing Committee of the City People's Council, the Hanoi National Assembly Delegation, the People's Committee, the Vietnam Fatherland Front Committee of Hanoi and the city's agencies continues to be strengthened to ensure closeness and effectiveness, contributing to improving the effectiveness of building and implementing resolutions.
Regarding the key tasks in 2025, the Hanoi People's Council will continue to innovate and improve operational efficiency to meet the increasingly high requirements and demands of State management and the practical situation of the Capital, closely following the viewpoints, guidelines, policies and directions of the Central and City Party Committee on the development of the Capital to build work programs and plans, focusing on building a socio-economic development plan for the period 2026-2030, arranging a streamlined and effective apparatus to respond to the general situation of the country in the "New Development Era - The Era of the Vietnamese people's rise".
Along with that, focus on coordinating to develop and perfect regulations, mechanisms and policies to concretize the implementation of the Capital Law; Capital Planning, Capital Construction Master Plan... Continue to innovate leadership and direction methods; review and perfect the assignment of tasks, operating regulations, internal procedures for handling work of the Standing Committee of the People's Council, Committees of the City People's Council, Office of the National Assembly Delegation and the City People's Council to meet the requirements and tasks in the new situation.
