If a country has a good and high-quality education system, its economic , cultural and social development will be faster and vice versa. Therefore, countries have their own policies for education, and in those policies, there are policies on recruitment and income of teachers.
In general, policies related to teachers' income are more favorable than other professions in society for a very important reason, which is that it will help the education sector attract high-quality human resources.
Because when choosing a career, people look at the ability to bring income from that career compared to other careers. And of course, people only choose careers where the income they receive is appropriate to their talent and dedication.
Therefore, it is completely reasonable that the Ministry of Education and Training proposed that teachers' salaries be ranked highest in the administrative career salary scale system and that teachers receive preferential career allowances as well as other allowances depending on the nature of the job and the region.
When presenting the draft Law on Teachers at the National Assembly recently, the Ministry of Education and Training also proposed giving the education sector the initiative in recruiting and using teachers.
Discussing this content, many delegates expressed their agreement, saying that the above regulation creates favorable conditions for localities and educational institutions to proactively develop plans to develop teaching staff from recruitment, evaluation to human resource training.
Specifically, when the education management agency is in charge of recruiting and managing the payroll, it will proactively use, mobilize, rotate, and second, meeting requirements and solving the current situation of local teacher surplus and shortage.
Thus, in our opinion, it is completely reasonable and necessary for the education management agency to propose policies related to recruitment and income improvement for the teaching profession. And this proves in practice the policy that the Party and the State always affirm, which is to consider education as the top national policy.
This is also in line with the wishes of General Secretary To Lam, according to which, when promulgated, the Law on Teachers must create excitement and honor for teachers, creating favorable conditions for teaching work.
