From 2021 - 2025, the province has upgraded and expanded more than 1,100km of roads at all levels; many key projects have been completed, creating momentum to attract investment and develop the marine economy.

The urban space has expanded, the urbanization rate has increased rapidly, contributing to changing the appearance of rural and urban areas. Hung Yen province (old) has 23 areas meeting urban standards, the urbanization rate is 48.2% (exceeding the target of 47%); Thai Binh province (old) reached 27.8% (1.3 times higher than in 2020). Many new urban areas are planned in a modern manner, connecting industrial parks, forming an urban - industrial - service chain. During this period, the whole province has liberated over 10,700 hectares of land for infrastructure, industrial parks, and urban areas; mobilized social investment of more than 636 trillion VND, 1.67 times higher than the previous period. The results contributed to increasing GRDP by 9.17%/year, budget revenue exceeding the target, and the appearance of urban - rural areas has changed significantly. Comrade Tran Quang Trien, Director of the Department of Construction emphasized: “With its diverse area, population and characteristics, Hung Yen after the merger converges three strategic roles: the center of the Red River Delta region adjacent to Hanoi ; the gateway connecting the Northern coastal region with the Northern mountainous region and the North Central region; at the same time, it is a coastal province with rich potential for logistics, seaports and inland waterways. The process of urbanization and industrialization requires a complete transportation system between urban areas, industrial zones, logistics and rural areas”.
Consensus and expectations
According to the Draft Political Report submitted to the 1st Provincial Party Congress, term 2025 - 2030, it is determined that:
Developing transport and urban infrastructure is a strategic task, creating a backbone for development. The goal by 2030 is to complete inter-regional connectivity, increase the urbanization rate to 55-60%, and form an urban-industrial-service chain along the Hanoi-Hai Phong expressway, National Highway 5, coastal roads, Ring Road 4, and Ring Road 5. At the same time, renovate and upgrade 39 provincial roads with a length of over 760km, replace weak bridges, and increase transport capacity. Key projects such as the Ninh Binh-Hai Phong expressway (CT.08), Hung Yen-Thai Binh (CT.16), Ring Road 5, and coastal routes are prioritized for rapid connection to major economic centers. Along with that, Thai Binh Seaport is built with a scale of receiving 50,000-ton ships by 2030, expanding to 200,000 tons by 2045. River ports are upgraded to transport containers, sharing pressure on roads. At the same time, research is being done on investing in the Hanoi - Hung Yen - Hai Phong - Quang Ninh inter-regional railway and urban railway, diversifying modes of transport, and improving logistics capacity. Mr. Nguyen Minh Hung, Chairman of the Board of Directors of Green i-Park Joint Stock Company, investor in Lien Ha Thai Industrial Park infrastructure, shared: The development of modern highways and seaports is a key factor for us to choose Hung Yen as an investment destination. When the infrastructure is completed, logistics costs will be significantly reduced, creating outstanding competitive advantages for businesses. We especially appreciate the determination of the provincial government in improving the investment environment, simplifying administrative procedures, thereby creating more motivation for strategic investors.
In urban development, the province sets a target of achieving an urbanization rate of 55-60% by 2030, building a modern, green, and smart urban system. By 2045, it will reach 70-75%, aiming to become a centrally-run city or a special-class urban area, a large industrial-service-logistics center in the South of Hanoi. The river-sea-industrial urban chain including Hung Yen - Pho Noi - My Hao - Thai Binh - Quynh Coi - Tien Hai will be developed in a cohesive manner, prioritizing green space of 12m2 /person, a system of regulating lakes, separate drainage, and improving the quality of life. According to Director of the Department of Construction Tran Quang Trien, to realize these goals, the construction industry will focus on advising and managing planning well, prioritizing regional connectivity projects, accelerating the progress of infrastructure renovation and upgrading, and identifying site clearance as key. At the same time, mobilize socialization, attract strategic investors; focus on applying modern technology in management, maintenance of works, developing high-quality human resources to meet the requirements of smart urban construction.
The 1st Congress of the Hung Yen Provincial Party Committee, term 2025 - 2030 is not only an important political event but also affirms the will and determination to rise strongly of the entire Party Committee, government and people. With the aspiration for development, Hung Yen has the basis to realize the vision of becoming a new growth pole, making an important contribution to the overall development of the Red River Delta and the whole country.
