Urgently bring the Land Law into life

On October 10, Prime Minister Pham Minh Chinh signed an official dispatch on focusing on directing and implementing the Land Law.

Accordingly, the Prime Minister criticized the provinces and cities for being slow, and requested localities to focus on directing the full promulgation of assigned contents and detailed regulations in the Land Law, to be completed before October 15.

It can be said that the Land Law, passed by the National Assembly and effective from August 1, has initially come into life, contributing to the continued innovation and improvement of institutions and policies, and improving the effectiveness and efficiency of land management and use.

The early implementation of the Land Law is an urgent requirement and task to resolve difficulties and problems from practice.

Following the proposal of the localities, the Government has submitted to the National Assembly an adjustment to the effective date of the Land Law 5 months earlier. The Prime Minister has strongly directed the organization of law enforcement, especially the issuance of detailed regulations.

The Land Law and its detailed Decrees have 59 contents assigned to the People's Council and People's Committee at the provincial level for detailed regulation.

As of October 7, 50 out of 63 provinces and cities have issued some documents detailing the implementation of the law. However, no locality has issued all the legal documents under its jurisdiction. Some localities have not issued any documents for implementation.

Of the 50/63 provinces and cities that have issued documents, only Hai Duong has issued all the contents assigned to it in detail in the law. The remaining localities mainly issued contents related to compensation, resettlement support, regulations on land allocation limits, recognition of land use rights, conditions for land division and consolidation, etc.

Along with a number of other laws, the Land Law is closely related to the implementation of specific tasks and projects serving socio-economic development and ensuring national security and defense.

Based on the need to resolve practical difficulties, unblock driving forces, and promote land and capital resources for the country's socio-economic development, the Government reported to the Politburo and submitted to the National Assembly, and received high consensus from the National Assembly to allow it to take effect 5 months earlier.

It can be understood that in response to the extremely urgent and necessary requirements of life, to promptly resolve difficulties and introduce better policies, the National Assembly allowed the law to take effect nearly half a year early.

With an important law like the Land Law, amended and supplemented with many breakthrough contents, the sooner the law comes into effect, the more it will contribute to liberating land resources for the country's socio-economic development, speeding up the disbursement of public investment capital, and promptly resolving the requests of people and businesses in accessing land that day.

Of course, there will be localities that give the reason for the delay in promulgation because the number of contents assigned to the locality to regulate is large, while there are limitations in human resources, time, experience, etc. This leads to difficulties and confusion.

However, that cannot be used as an excuse to not yet issue any detailed regulations under authority. This is just a matter of determination, resoluteness, and proactive coordination with relevant ministries and branches. With the same general regulations, why have many localities been able to do it while others have not?
