Accordingly, the key goal for the above 4 universities by 2030 is to strive to be among the top 150 universities in Asia, with at least one field ranked in the top 100 in the world. Each university strives to create at least 50 innovative start-ups and science and technology enterprises each year.
In the 2026 - 2030 period, attract at least 50 million USD in investment for scientific research, technology development and innovation; have at least 10 successful start-ups valued at at least 200 million USD.
Ensure that at least 60% of training programs in science, engineering, and technology are taught in English or enhance some popular languages, prioritize joint training and degree programs with universities in the world's top 200; increase the proportion of subjects with practice/learning through project experience and research to 50% of the training program.
In addition, the proportion of postgraduate students (advanced engineers, masters, doctors) accounts for 30% of the total number of students (of which doctoral students contribute 40% of postgraduate students).
Strive for at least 30% of heads (or co-heads) of laboratories, research centers, and research institutes to be internationally reputable experts and scientists holding equivalent positions at universities, research institutes, or research and development centers of foreign corporations.
