This is one of the notable contents reported at the October 2 meeting of the Government Standing Committee, chaired by Prime Minister Pham Minh Chinh .
At the meeting, the Government Standing Committee and delegates gave their opinions on reports and submissions on the socio -economic situation; allocation and disbursement of public investment capital; and implementation of national target programs in September, the third quarter and the first 9 months of 2025.
According to the report, in the third quarter and September, the world situation continued to fluctuate in a complex manner, with many difficulties, major challenges, and risk factors. Domestically, opportunities, advantages, difficulties, and challenges intertwined, but there were more difficulties and challenges, especially in the face of increasing unfavorable factors from the outside.

In particular, in September, our country suffered four major storms in a row, especially storm No. 10 (Bualoi) with very strong winds, wide range of influence, long duration, accompanied by heavy rain, causing severe damage in many localities in the North and Central regions.
In that context, the Government and the Prime Minister closely and resolutely directed ministries, branches and localities to closely monitor and grasp the situation, proactively respond promptly and effectively to the situation and any sudden issues that arise.
Statistics show that in September, the Government and the Prime Minister issued 17 decrees, 48 resolutions, 33 directives, telegrams and over 680 directive and administrative documents to perfect the law and handle arising issues, including 8 telegrams directing response to and overcoming the consequences of natural disasters.
The Government, ministries, branches and localities also continue to implement the two-level local government model; coordinate to solemnly organize many activities to celebrate major holidays, and simultaneously start and inaugurate hundreds of key projects...
The Government has also submitted to the Politburo for promulgation and drastic implementation of historic policies in key areas.
In general, the Government, Prime Minister, ministries, branches and localities have focused highly, completed a large and complicated volume of work in a short time; managed decisively, promptly and effectively, and made efforts to "turn the situation around and change the state".
According to the assessment of the Government Standing Committee, the socio-economic situation continues to achieve many positive, important and comprehensive results, notably high economic growth, stable macro-economy, controlled inflation, and guaranteed major balances.
However, the Government Standing Committee assessed that the situation in the last months of the year is still very challenging. Many new tasks and issues arise, requiring all levels, sectors and localities to be more proactive, resolute and closely follow up in implementing the work.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized the need to pay attention to the upcoming very specific tasks and solutions regarding prioritizing macroeconomic stability, promoting growth, controlling inflation, and controlling risks.
In addition, the Prime Minister requested to focus on exploiting the space for expansionary fiscal policy with focus and key points; removing obstacles, and operating the two-level local government smoothly and effectively.
The head of the Government directed units to continue perfecting institutions and preparing well for the upcoming Central Conference and National Assembly session, along with the task of promoting breakthroughs in science and technology development, innovation and digital transformation.
Other key tasks that need to be focused on, according to the Prime Minister, are to organize the Autumn Fair well at the Vietnam Exhibition Center; remove the IUU yellow card; deploy strategic infrastructure projects, promote railway projects, develop social housing; focus on disbursing public investment capital and promptly overcome the consequences of storms and floods, and do a good job of responding to natural disasters...
