The "key" to smooth operation of two-level local government

When the two-level local government model (province and commune) comes into operation, administrative reform associated with digital transformation is identified as the pillar, the key, playing a decisive role in the operational efficiency of the new government model.

From July 1, 2025, the two-level local government will officially operate, most of the tasks will be transferred to the commune level to aim at building a government close to the people and the grassroots. This is not simply a matter of streamlining the organizational apparatus, but also a major test of the governance and service capacity of the public administration system, especially in ensuring that the transition process does not disrupt people's lives and business operations.

In Son Ha commune, Bao Thang district, in addition to the tasks of completing documents, papers, infrastructure, machinery and equipment to move to the new office, local officials and civil servants are also "renewing themselves" to prepare for new tasks. Ms. Pham Thi Hoan, a civil servant in charge of justice and civil status in Son Ha commune, shared: We have proactively studied new documents, proactively learned and researched about the procedures so that when the new government apparatus comes into operation, we can immediately handle the work.

On the side of the commune-level government, Ms. Do Huong Giang, Vice Chairman of the People's Committee of Son Ha commune, shared: Son Ha commune is arranged into a new unit, the number of documents and administrative procedures received is expected to increase because the population is larger. We hope to train and coach more civil servants so that the new government apparatus can continue to perform its duties well and serve the people better.

Not only in Bao Thang, at this time, localities in the province are actively implementing the transfer of tasks, not to interrupt work. In Van Ban, the district has proactively implemented many important contents to ensure the handover of work, especially in the field of receiving and handling administrative procedures, is carried out smoothly, without affecting people and businesses. Mr. Luong Thanh Huong, Vice Chairman of the District People's Committee, said: We have completed the review of all administrative procedures under our authority, at the same time investing in upgrading information technology infrastructure and enhancing data digitization. The rate of online public services generating records is currently over 80%, which is an important foundation for receiving and processing interconnected electronic records. In addition, the district focuses on training for commune-level civil servants, especially in mountainous communes, to ensure the necessary skills and expertise after the transfer of tasks.

In fact, Lao Cai province has synchronously deployed many solutions to ensure the readiness of infrastructure, processes and resources for providing public services in the new model. One of the core contents is to build and maintain shared data systems and ensure interconnection from the central to the commune level, especially the systems on population, electronic identification and public service portals. Transferring data and processing administrative procedures entirely in the digital environment will help eliminate the risk of administrative service interruption during the process of government reorganization, creating maximum convenience for people and businesses.

According to Ms. Nguyen Thi Luong, Deputy Director of the Department of Home Affairs of Lao Cai province, the locality is striving to achieve a rate of 100% of eligible administrative procedures being provided as full-service online public services. The Provincial Public Service Portal is integrated with the National Public Service Portal, allowing people and businesses to easily perform administrative procedures remotely, regardless of geographical location. To realize this goal, departments, branches and sectors are stepping up the review and restructuring of procedural processes, digitizing records, integrating online payments and preparing infrastructure suitable for the 2-tier model.

A streamlined, flexible, close-to-the-people apparatus that serves the people effectively is the consistent goal that Lao Cai province is aiming for in the process of organizing a two-level local government. In particular, the transfer of tasks, receiving and processing administrative procedures from the district level to the commune level is an important step, requiring the entire political system to participate with careful preparation, especially in terms of human resources, technology infrastructure and mindset of serving people in the digital age.
