Evaluating cadres by real results, by long-term dedication, not just based on certain times and jobs is the wise way to select the right cadres for the right job, meeting the requirements of the people and development practices.
At the same time that localities are holding the Congress, the Ministry of Home Affairs is also urgently developing and submitting to the Government a Decree on assessing and classifying the quality of civil servants, in which it proposes to monitor and evaluate civil servants according to KPIs, expected to be applied from January 1, 2026. This shows the Government's determination to institutionalize synchronously, turning the pioneering experience of localities such as Khanh Hoa into a common standard nationwide. When the Decree is officially issued, the work of evaluating cadres will have a unified legal framework, creating conditions for provinces and cities to implement it scientifically, fairly and transparently. This is an important step to link local innovation with general national reform. At that time, the model of evaluating cadres based on KPIs will become an inevitable trend, promoting the professionalization of civil servants nationwide.
