The plan aims to raise awareness and responsibility of all levels, sectors and people in implementing the Railway Law. At the same time, it specifically defines the work content, progress, completion deadline and responsibilities of relevant agencies and organizations; responsibilities and coordination mechanisms between ministries, ministerial-level agencies, government agencies, localities and relevant agencies and organizations in organizing the implementation of activities to implement the Railway Law nationwide.

Submit review results and status of document processing related to the Railway Law before October 31

The plan includes the following five main contents:

Regarding the organization of dissemination, propaganda and popularization of the Railway Law, the Ministry of Construction shall preside over and coordinate with ministries, branches, localities and relevant agencies and organizations to develop and compile documents introducing the basic content and new points of the Railway Law, and coordinate with the Ministry of Justice to post them on the National Legal Education and Dissemination Information Portal.

At the same time, organize conferences to disseminate, popularize, train and foster knowledge of the Railway Law for ministries, branches, localities and relevant agencies and organizations, especially the team of cadres and civil servants assigned to perform the tasks of state management of railway activities.

The Ministry of Construction, ministries, ministerial-level agencies; People's Committees of provinces and centrally run cities; Voice of Vietnam , Vietnam Television, Vietnam News Agency and other central and local mass media agencies, according to their assigned functions and tasks, shall organize propaganda and dissemination of the basic contents and new points of the Railway Law, diversify forms of propaganda and dissemination to ensure substance, effectiveness, suitability to actual conditions, situations and each specific target group, enhance the application of information technology in the process of communication and dissemination; post propaganda information on columns, programs, bulletins, radio broadcasts, printed newspapers, central and local electronic newspapers so that agencies, organizations and individuals can promptly access and grasp information.

These tasks will be deployed in the third and fourth quarters of 2025.

On reviewing legal documents related to the provisions of the Law, The Ministry of Construction , ministries, ministerial-level agencies; People's Committees of provinces and centrally-run cities shall review and make a list of legal documents related to the provisions of the Railway Law under their assigned state management authority; based on the review results, proactively implement them according to their authority or recommend competent authorities to promptly amend, supplement, replace, abolish or issue new legal documents to ensure compliance with the provisions of the Law.

Ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities shall send the results of the review, the status of handling documents under their authority and proposals and recommendations (if any) to the Ministry of Construction before October 31, 2025 for synthesis and reporting to the Prime Minister.

Organize the reception and handling of recommendations and proposals from agencies, organizations and individuals during the implementation of the Railway Law.

According to the Plan, the development and promulgation of documents detailing and guiding the implementation of the Railway Law shall be carried out according to the list and progress in Decision No. 1526/QD-TTg dated July 14, 2025 of the Prime Minister promulgating the List and assigning the agency in charge of drafting documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 9th Session.

The People's Councils and People's Committees of provinces and cities shall direct the drafting and promulgation, under their authority, of legal documents to detail the assigned contents in the Railway Law according to Document No. 4705/BTP-CTXDVBQPPL dated August 4, 2025 of the Ministry of Justice on the notification of the content assigned to local authorities to detail and guide the implementation of laws and resolutions passed by the 15th National Assembly at its 9th Session.

Regarding the inspection, supervision and monitoring of the implementation of the Railway Law and documents detailing and guiding the implementation of the Law , the Ministry of Construction shall coordinate with ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities and relevant agencies and organizations to implement in the fourth quarter of 2025 and the following years.

In addition, the Ministry of Construction, ministries, ministerial-level agencies, People's Councils, and People's Committees of provinces and centrally-run cities, according to their assigned functions and tasks, regularly guide the application of legal documents detailing and guiding the implementation of the Railway Law based on requests from agencies and recommendations from organizations and individuals. At the same time, organize the reception and handling of recommendations and proposals from agencies, organizations and individuals during the implementation of the Railway Law and documents detailing and guiding the implementation of the Law.

New highlights of the Railway Law

Railway Law No. 95/2025/QH15 consists of 4 chapters and 59 articles with many outstanding new points, demonstrating the determination to create breakthroughs. First of all, the law devotes a chapter to codifying 18 new specific mechanisms and policies on railway development. These policies aim to remove bottlenecks in the development of the railway system: from planning adjustments, capital mobilization, shortening investment procedures, to compensation and resettlement mechanisms, science and technology development and human resource training in the railway industry.

Another important content is the mechanisms to enhance the connectivity of the railway system. The new law supplements the regulation that large airports (over 30 million passengers/year), large seaports and large inland ports must have railway connections to the port; investors of these projects must reserve land and invest synchronously in connecting infrastructure according to the plan. This regulation contributes to promoting the role of railways in the national transport network.

In addition, the new Law also offers many special incentives to attract private investment in railway development such as: land rent exemption and reduction; preferential credit, government guarantees; corporate income tax incentives; and import tax exemption for materials and equipment that cannot be produced domestically.

The new law also allows urban development around the station according to the public transport-oriented urban model (TOD) to exploit land funds to create resources for railway reinvestment. The scope of the law is expanded to include high-speed railways and urban railways, while separating state management from business activities, creating a healthy competitive environment.
