The Government Office issued Notice No. 516/TB-VPCP on the conclusion of the Government Standing Committee at the meeting on studying investment in expanding the eastern sections of the North-South Expressway under the public-private partnership model.
The announcement stated that at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on studying investment in expanding the eastern sections of the North-South Expressway under the public-private partnership (PPP) method.
The Government Standing Committee welcomed the Ministry of Construction 's initiative in proposing an investment plan to expand the eastern sections of the North-South Expressway under the public-private partnership model.
The Government Standing Committee affirmed that previously, it was planned that 24 sections would be invested in the form of PPP, but in reality, only 3 sections could be implemented in this form; meanwhile, currently, there are many investors who want to participate in the investment and are very active.
However, to ensure the effectiveness of investment in the entire route, it is necessary to study and propose many options, paying attention to careful and comprehensive calculations to ensure the correct and sufficient calculation of the benefits that the state has spent, not causing loss of state money, and not allowing negativity and corruption to occur.
It is known that the Ministry of Construction proposed to prioritize immediately expanding the route sections to 6 lanes according to the plan, initially focusing on the Hanoi - Ho Chi Minh City section, about 1,144 km long.
The My Thuan - Can Tho - Ca Mau section (149 km) has not been considered for expansion due to low transportation demand and difficulties in construction and materials.
Currently, the North-South Eastern Expressway is about 2,055 km long; of which, 1,652 km is in operation, 388 km is under construction (phase 2021-2025), mainly with 4 lanes.
By the end of 2025, there will be about 1,222 km of limited 4-lane highways, concentrated in the sections of Huu Nghi - Chi Lang, Mai Son - Cam Lo, Quang Ngai - Phan Thiet and My Thuan - Ca Mau.
To mobilize social resources, the Ministry of Construction affirmed that the project will be implemented under the PPP method, Build-Operate-Transfer (BOT) contract. After the Politburo issued Resolution 68 on private economic development, 10 enterprises have expressed interest in participating.
