The Government discussed 16 important documents and draft laws.

On September 4, Prime Minister Pham Minh Chinh chaired the Government's August meeting on law-making to review and comment on 15 draft laws and one policy document of the draft law.

At this meeting, the Government will discuss and give opinions on: Draft Law on amending and supplementing a number of articles of the Land Law; Draft Law on amending and supplementing a number of articles of the Law on Geology and Minerals; Draft Law on Judicial Expertise (replacement); Draft Law on Disease Prevention; Draft Law on Population (amended); Draft Law on Deposit Insurance (amended); Draft Law on Saving and Anti-Waste; Draft Law on Cyber ​​Security; Draft Law on Planning (amended); Draft Law on Digital Transformation; Draft Law on amending and supplementing a number of articles of the Law on Technology Transfer; Draft Law on amending and supplementing a number of articles of the Law on Intellectual Property; Draft Law on amending and supplementing a number of articles of the Law on International Treaties; Draft Law on Press (amended); Draft Law on Personal Income Tax; Policy dossier Draft Law on Tax Administration (amended).

Speaking at the meeting, Prime Minister Pham Minh Chinh stated that the work of building and perfecting institutions is one of the three strategic breakthroughs. Since the beginning of the term, the Party, State and Government have paid great attention to, focused on leading, directing, and implementing resolutely, synchronously and effectively the building and enforcement of laws, achieving many important results, contributing to the overall achievements of the country. However, institutions are still the "bottleneck of bottlenecks", so it is necessary to turn the situation around, change the status, and turn institutions into a national competitive advantage.

The Prime Minister emphasized the important role of the leader and said that from the beginning of his term, he requested ministers and heads of ministerial-level agencies to directly direct the work of building and perfecting institutions. The Prime Minister also requested the Government Party Committee's Inspection Commission to examine this content.

The Prime Minister also requested more drastic, effective and efficient actions in the work of building and perfecting institutions, focusing on leadership, direction and support for subordinates in building draft laws, innovating the way of working towards cutting down cumbersome and unnecessary administrative procedures, focusing on immediately removing difficulties, obstacles and legal bottlenecks, thereby mobilizing resources, contributing to achieving the GDP growth target of 8.3% - 8.5% this year and double digits in the coming years, achieving the two 100-year goals set.

According to the plan, at the upcoming 10th session of the 15th National Assembly, the Government will submit to the National Assembly about 112 reports, records, and documents, including 47 draft laws and resolutions. The draft laws must clarify the content of omissions, amendments, supplements, decentralization, and delegation of powers, as well as issues with different opinions for the Government to consider and give direction.
