Speaking at the opening of the Conference, National Assembly Chairman Tran Thanh Man stated that the 8th Conference of full-time National Assembly deputies took place over 2.5 days, discussing and giving opinions on 21 draft laws.
The conference was held at a time when many localities were organizing Party Congresses at all levels, and some localities were struggling to prevent and combat the extremely complicated storm No. 10, so the National Assembly Chairman emphasized that the organization of the conference was scientific, time-saving and truly effective.

"The conference was innovated in the direction of organizing group discussions in areas including: Economy, finance; Culture, society; National defense, security, foreign affairs, supervision; Law, justice to create more flexibility for National Assembly deputies to have more time to comment on the content they are interested in; overcoming the situation of having to adjust the program when there is content that has no comments", said the National Assembly Chairman.
Do not leave unfinished business for the next National Assembly
The conference is of great significance, taking place right after the great success of the 1st National Assembly Party Congress (term 2025 - 2030). The National Assembly Chairman said that at the Congress, General Secretary To Lam acknowledged the intelligence, dedication, and silent sacrifice of each National Assembly delegate; at the same time, he gave important instructions and orientations for the activities of the National Assembly. In particular, the General Secretary requested to determine that legislative work - "breakthrough of breakthroughs" - does not only stop at overcoming overlaps, contradictions, and bottlenecks, but also must go ahead, pave the way, lead the country's development, encourage creativity, liberate all labor, and unleash all resources for development.

Therefore, the National Assembly Chairman requested that National Assembly deputies discuss and carefully analyze new issues and provisions with different opinions in each draft law; assess whether the draft law has been built on the basis of new orientations, policies and directions of the Party Central Committee, the Politburo, and the Secretariat, especially the policies and guidelines in the 7 Resolutions of the Politburo issued in the past 9 months; assess whether the specific provisions in the draft law have ensured the constitutionality, legality, unity and synchronization in each draft and unity and synchronization with newly issued laws and other laws in the legal system.
The National Assembly Chairman also asked the delegates to review and evaluate whether the contents of the draft laws have ensured strict implementation of Regulation No. 178 dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work; Directive 43 dated April 10, 2025 on strengthening the Party's leadership in institutionalizing guidelines and policies into laws, preventing and combating corruption, waste and negativity; whether they have ensured that they only regulate contents under the authority of the National Assembly, promoted decentralization and delegation of power, in line with the policy of innovating thinking in law-making and organizing the 2-level local government apparatus... or not.

The National Assembly Chairman requested that National Assembly deputies clearly express their opinions on whether the draft laws and resolutions are qualified to be submitted to the National Assembly for approval in the 10th Session; actively research and prepare brief and concise opinions, avoid duplication, have in-depth analysis, convincing arguments and propose specific solutions on issues that require opinions or are stipulated in the draft laws.
“Representatives of the drafting agency and the reviewing agency should report and clarify issues of concern to the delegates. Immediately after the end of the Conference, the coordinating agencies should organize to receive comments, promptly complete the documents and send them to the National Assembly delegates as soon as possible,” the National Assembly Chairman requested.
Emphasizing that the Tenth Session has a workload in general and legislative content in particular that far exceeds the Ninth Session, expected to consider and pass 45 laws and legal resolutions, the National Assembly Chairman also made it clear that the spirit of the Tenth Session will resolve all issues, not leaving unfinished work for the next National Assembly.
The session was not organized in two sessions, but met continuously, taking advantage of working at night, on Saturdays and Sundays to complete the proposed program early, creating conditions for agencies and localities to summarize the year, complete the contents of the end of the term and prepare for the 14th National Party Congress, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
In preparation for the Conference, the National Assembly Standing Committee has directed National Assembly agencies to urge and coordinate with drafting agencies to speed up the completion of contents under their responsibility to ensure progress in submission to the National Assembly.
The National Assembly Chairman believes that with the careful preparation of relevant agencies and the dedicated, intellectual and highly responsible contributions of National Assembly deputies, the last full-time National Assembly Deputies Conference of the 15th National Assembly term will be a great success, making an important contribution to the outstanding mark of the legislative activities of the 15th National Assembly.
Next, Vice Chairwoman of the National Assembly Nguyen Thi Thanh chaired the discussion session on the cultural and social fields, including the following draft laws: Law on amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended); Law on Drug Prevention and Control (amended).
