Prevent waste in the process of using resources

The assessment of savings and anti-waste has not been combined with the overall assessment of task performance results, output quality, resource use efficiency and social impact, in line with modern public management trends, ensuring real savings, more effective anti-waste, and increasing objectivity in assessment with a system of specific standards linked to results and efficiency.

In reality, the current situation of waste has not been fully assessed because waste is still hidden in some places and at some times, the assessment mechanism is still formal and mechanical, mainly viewed from the perspective of "input management" without focusing on "management by results".

The draft Law on Thrift and Anti-Waste, expected to be submitted to the National Assembly for consideration at the 10th session, has an important content: shifting from the mindset of "saving costs" to the mindset of "effective use of budget and resources".

Discussing at the 49th session of the National Assembly Standing Committee, some opinions said that the above-mentioned innovation in thinking is especially important in the current new development stage in order to seize all opportunities, open the way, and unleash all resources. The clearest example recently, according to the report of the Ministry of Finance , the total number of surplus housing and land facilities in the country is up to 15,927 facilities, so early and effective handling will be a great resource and driving force for development.

However, many opinions say that in order to effectively practice thrift and combat waste, it is necessary to clearly distinguish between wasteful behavior due to lack of responsibility and violation of the law and objective risks in the innovation process; it is necessary to implement mechanisms and policies to create a legal space for officials to dare to think and act, not to be "equated" between failure in experimentation and mistakes; to both control waste and encourage the initiative and dynamism of officials and civil servants.

Accordingly, agencies and organizations are responsible for building internal control mechanisms and assessing risks during the performance of tasks to prevent waste; at the same time, clearly defining the boundary between subjective errors and objective risks as a basis for considering responsibilities in order to link responsibility with risk management capacity, not equalizing errors; clearly defining accountability, defining personal responsibility, and joint responsibility.

The Government shall clearly stipulate the principles for disciplinary action, dismissal or resignation in case of serious waste, and specify the cases of waste that require compensation and the level of compensation. Regulations on the application of remedial measures should be supplemented in the direction of recovery, restructuring, and conversion of use purposes, in order to maximize the remaining value of public assets, projects, infrastructure, etc.

These measures can ensure compliance with the principles of sustainable governance, contribute to limiting double losses to the budget and society, and increase the responsibility for effectively reusing public finance and assets. This is also a positive remedy to avoid waste on waste, in addition to disciplinary and compensation measures.
