On June 21, the Department of Education and Training of Ninh Thuan province said it had just received a directive from the Chairman of the Provincial People's Committee on the content of thoroughly and strictly handling violations at Thap Cham High School (Phan Rang - Thap Cham City).

Chairman of Ninh Thuan Provincial People's Committee Tran Quoc Nam assigned the Department of Education and Training to urgently, thoroughly, strictly, and in accordance with regulations handle the violations of Mr. Tran Dinh Toan - Principal of Thap Cham High School.

In addition, direct rectification throughout the local education sector, not allowing violations of the law to occur in schools.

As reported by Tuoi Tre Online , according to the conclusion of the Department of Education and Training of Ninh Thuan province, in the 2023-2024 school year, Mr. Tran Dinh Toan directed the collection of 3 items including the scholarship fund, the movement fund, and the parent representative fund at the rate of 150,000 VND/student.

He issued this directive without discussion and consensus within the school's education council, violating the provisions of current legal documents on the activities of parent-teacher representative boards and the activities of education promotion associations...

During the 2022-2023 and 2023-2024 school years, Mr. Tran Dinh Toan deployed the revenue from the high school graduation exam review fund for 12th grade students without going through the school's accounting department, leaving it outside the accounting books by collecting and spending directly with the homeroom teacher, so the payment vouchers were not guaranteed, not strict, and not in accordance with regulations.

At the same time, it is not made public in the council participating in teaching and reviewing for high school graduation exams after each settlement period.

In the 2023-2024 school year, the principal instructed homeroom teachers to spend money on high school graduation exam preparation according to the forms he had set up, requiring homeroom teachers to spend cash (with signature) and then transfer money directly to the personal accounts of teachers and related people with a total amount of more than 78 million VND.

The Department of Education and Training of Ninh Thuan province concluded that the principal of Thap Cham High School violated legal regulations related to fees, charges, professional and financial management, and showed signs of overcharging and profiteering in schools.

The Department of Education and Training requires Thap Cham High School to recover (inside and outside the budget) to handle and remedy the consequences, a total amount of nearly 808 million VND.

Mr. Toan personally has to pay back nearly 38 million VND because from March 1, 2023 to March 1, 2024, he did not directly teach but still received preferential allowance for teaching.

The conclusion of the Ninh Thuan Department of Education and Training stated that the 8 accusations against the principal of Thap Cham High School were all correct. Of these, 7 showed signs of abuse of position to collect and spend illegal amounts.
