Hanoi strengthens management of conditional business establishments

On August 16, Vice Chairman of the Hanoi People's Committee Nguyen Trong Dong signed and issued Document No. 4633/UBND-NC on strengthening management and ensuring security and order for business establishments with security and order conditions and establishments prone to law violations in the city.

In the first 6 months of 2025, Hanoi City Police inspected many karaoke businesses with signs of drug-related violations and discovered many violations. Typical of these were violations by businesses in Van Con commune, former Hoai Duc district (now Son Dong commune, Hanoi city).

Besides, in the city, many business establishments in general and business establishments with security and order conditions in particular have been built and operated on land that is not suitable for construction and business ( agricultural land, educational land...).

In that situation, to strengthen state management in the field of conditional investment and business lines, lines of business that are prone to law violations, stabilize security and order, and prevent the formation of hot spots and complications in the city in the practical implementation of the two-level local government model, the Chairman of the City People's Committee requested the Heads of the city's departments, branches and sectors; Chairmen of the People's Committees of communes and wards to focus on implementing the following tasks:

Continue to thoroughly grasp and strictly implement the "Regulations on coordination between state management agencies in the management of conditional investment and business sectors on security and order in Hanoi" according to Decision No. 1807/QD-UBND dated April 20, 2021 of the Hanoi People's Committee. Therein, grasp the situation, proactively forecast, effectively implement preventive and combat measures, avoid being passive and surprised in any situation.

Specifically, the City Police advises the City People's Committee to direct relevant departments, branches, and commune-level People's Committees to coordinate with the Police force to strictly manage business establishments with security and order conditions; preside over the synchronous implementation of measures and solutions to improve the effectiveness of this work.

The City Police Department strengthens the situation control, applies professional measures to carry out management and inspection; guides the Commune Police Department to seriously and fully implement the provisions of the Decrees, Circulars and other documents related to this work.

The Department of Finance shall preside over and direct functional units to regularly coordinate and periodically exchange and provide information on enterprises registering to operate in conditional business investment sectors, newly established, temporarily suspend business operations, and dissolve according to regulations to the City Police and related units for coordinated management.
