Chairman of the Provincial People's Committee Phan Huy Ngoc received and worked with the General Director of EREX Vietnam Co., Ltd.

On the afternoon of September 25, at the Provincial People's Committee Headquarters, Mr. Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, had a meeting and worked with Mr. Yasushi Saito, Member of the Board of Directors of EREX Japan Joint Stock Company, General Director of EREX Vietnam Co., Ltd. (EREX Company) on the Biomass Power Plant Project deployed in the province.

Also attending the reception were comrade Nguyen Manh Tuan, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Mr. Hagiya Munetaka, General Director of EREX Tuyen Quang Biomass Power Company Limited; leaders of a number of departments and branches of the province and Xuan Van commune.

Overview of the reception

Speaking at the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc affirmed that the province always pays attention to foreign affairs and attracts businesses to invest, promoting local development. At the same time, he highly appreciated EREX Company as a large enterprise investing in Tuyen Quang province in recent times with a total investment of nearly 4,000 billion VND (equivalent to 157.5 million USD), thereby helping Tuyen Quang increase economic growth and create more jobs for people.

The Chairman of the Provincial People's Committee informed that the Resolution of the 1st Congress of the Tuyen Quang Provincial Party Committee, term 2025 - 2030, has set out many economic targets, including the budget revenue target of 12,000 billion VND. Therefore, the projects of EREX Company being implemented in the province (1 project has come into operation, 2 projects are being implemented) will contribute to promoting the growth of the province and creating jobs for the people; contributing to the overall goal of completing the province's budget revenue target.

Comrade Phan Huy Ngoc affirmed: Tuyen Quang Province always supports and creates the best conditions for legal procedures for the remaining 2 projects of EREX Company to come into operation as soon as possible, including the Tuyen Quang Biomass Power Plant Project. He requested EREX Company to coordinate closely and smoothly so that all problems can be promptly resolved; the Company continues to discuss difficulties and problems and propose contents, on that basis the Provincial People's Committee will assign tasks to specialized agencies to support the resolution.

Speaking at the reception, Mr. Yasushi Saito, General Director of EREX Vietnam Co., Ltd. congratulated the success of the 1st Provincial Party Congress which took place over the past 3 days. At the same time, he felt honored that the Company's projects being implemented in Tuyen Quang could contribute to the development of the province. Mr. Saito highly appreciated the province's biomass power potential; therefore, investing in a biomass power project in the locality. At the same time, he hoped that the province would support in solving each problem in implementing the Biomass Power Plant Project to soon come into operation and share solutions for collecting biomass to serve the operation of the power plant.

Project   Tuyen Quang Biomass Power Plant is invested in Xuan Van Industrial Cluster; total investment capital is over 2,938 billion VND; expected to start construction in December 2025 and be completed and put into commercial operation in the first quarter of 2028. The project has a site clearance scale of nearly 20 hectares, affecting over 75 households. Currently, Xuan Van commune and specialized sectors are actively implementing site clearance procedures for the project.

Mr. Saito informed that the Company will work with the Ministry of Industry and Trade and the Electricity Corporation on the sale of biomass electricity in the province; the construction of a biomass power plant requires a large amount of capital, and the Japanese EREX Company is also carrying out capital procedures to implement this project. At the same time, he believes that with the support of Tuyen Quang province, problems related to site clearance and legal procedures can be resolved soon so that the projects can be implemented soon. With the potential of biomass resources, the attention of the provincial leaders and provincial agencies, biomass projects in the province will increasingly develop, contributing to promoting the socio-economy and creating many jobs for the people.

Discussing the implementation of the Biomass Power Plant Project, Standing Vice Chairman of the Provincial People's Committee Nguyen Manh Tuan said that the most difficult task is compensation, site clearance, and resettlement for households (if any). Therefore, departments, branches and Xuan Van commune need to study the most optimal options to soon complete site clearance for the project.

Representatives of provincial departments and branches and Xuan Van commune informed about the progress of legal procedures, compensation and site clearance, difficulties and proposed contents of coordination with EREX Company to resolve and soon complete the procedures for implementing the Biomass Power Plant Project.

Tuyen Quang Biomass Power Company Limited hopes that the province will support investment in some infrastructure outside the project; support licensing some legal procedures such as groundwater use, environmental impact assessment...

At the end of the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc pledged that the province would pay attention to carrying out the site clearance work of the Biomass Power Plant Project as soon as possible. The Chairman of the Provincial People's Committee assigned the Land Fund Development Center to coordinate with Xuan Van commune to carry out the site clearance procedures for the project; relevant departments and branches continue to advise and submit to the People's Committee to resolve legal procedures in the fastest and most urgent manner, so that the project can start construction in December 2025.

The Chairman of the Provincial People's Committee requested the Company to re-examine the Project's wastewater drainage plan and ensure that wastewater before being discharged into the environment meets safety standards and regulations; and at the same time, work with the Ministry of Industry and Trade and the Electricity Group soon on a plan to sell commercial biomass electricity.
