Chairman of the Provincial People's Committee Vuong Quoc Tuan directed: Focus on researching and implementing special support policies for the Gia Binh International Airport Project.

BAC NINH - On the afternoon of September 23, the Provincial People's Committee held a September thematic conference. Comrade Vuong Quoc Tuan, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired. Attending were Comrade Lam Thi Huong Thanh, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council.

At the conference, representatives of the Department of Agriculture and Environment presented the Draft Decision on Regulations on special policies on compensation, support and resettlement when the State reclaims land to implement the Gia Binh International Airport Construction Investment Project; compensation for damage to aquatic animals that do not have a production process issued by competent authorities and cannot be moved within the province. The project is under the authority of the National Assembly to approve investment policies, and the Government issued Resolution No. 03 dated August 14, 2025 on special mechanisms and policies.

Accordingly, the total land area expected to be recovered to implement the Gia Binh International Airport Construction Investment Project is about 1,884.88 hectares, of which residential land is 159.4 hectares, agricultural land is 1,184.78 hectares, non-agricultural land is 415.9 hectares, land used for defense and security purposes is 124.8 hectares. This is a large project affecting many families, units and organizations, so there needs to be a specific policy on compensation, support and resettlement.

To speed up the implementation progress, the Department of Agriculture and Environment proposed 3 specific policies on compensation and resettlement support for the Gia Binh International Airport Construction Investment Project.

Specifically, support for families and individuals whose garden or pond land in the same plot of land with a house is recovered, in addition to compensation according to the agricultural land price list, is also supported by 30% of the residential land price according to the land price list of that plot of land or the adjacent residential land plot for the area within the residential land allocation limit; support by 10% of the residential land price for the area outside the residential land allocation limit but not exceeding 600 m2 (areas larger than 600 m2 are not supported).

Support for housing rent during the time waiting for resettlement arrangement at the rate of 1.5 million VND/person/month; 3 million VND/month for a household with one person; support period is 12 months from the time of handover of the relocation site.

Compensation for damage when the State reclaims land for aquatic animals that do not have a production process issued by a competent authority and cannot be moved is 9,000 VND/m2 (reclaimed aquaculture land area).

Vice Chairman of the Provincial People's Committee Dao Quang Khai spoke about special policies to support the implementation of the Gia Binh International Airport Project.

After listening to the discussion at the conference, Chairman of the Provincial People's Committee Vuong Quoc Tuan highly appreciated the spirit of active preparation and policy consultation of the Department of Agriculture and Environment, unanimously approving the above 3 specific support contents. He requested the agencies to urgently complete the Draft and issue specific instructions to create a legal corridor for practical implementation.

From the experience of site clearance in phase 1, he requested that the policies issued for site clearance in phase 2 of the Gia Binh International Airport construction investment project with a larger scale need to be more specific in nature, with more specific instructions in the spirit of bringing the greatest benefits to the people, while still complying with the provisions of the law. At the same time, research and advise on other specific support policies to speed up the site clearance progress for other key projects of the province.

Director of the Department of Education and Training Ta Viet Hung presented a report on Regulations on tuition support levels for preschool children, high school students, and students of general education programs in private and non-public educational institutions; public preschool and general education tuition levels; list of revenues and collection levels, revenue and expenditure management mechanisms for services serving and supporting educational activities for public educational institutions in Bac Ninh province, from the 2025-2026 school year.

Specifically, preschool and primary school is 180,000 VND/student/month; middle school is 90,000 VND/student/month; high school, continuing education at high school level is 140,000 VND/student/month. With the above draft tuition fees, the estimated state budget to implement the policy of the Regulation in the 2025 - 2026 school year is about 752 billion VND.

Basically agreeing with the draft Regulation on tuition support levels, Chairman of the Provincial People's Committee Vuong Quoc Tuan affirmed that after the merger, Bac Ninh province determined to apply the best social security policies of the two localities and try to implement them at the highest level. He requested the Department of Education and Training to urgently implement and soon deploy support for educational institutions and students to ensure that the new school year achieves many positive results.

In directing the upcoming tasks, comrade Vuong Quoc Tuan emphasized that storm No. 9 (Ragasa) has a very large area of ​​influence, and its circulation is forecast to cause widespread rain in the Northern region. Therefore, agencies, units and localities must not be subjective, closely follow the developments and path of the storm and come up with timely response plans. Forces should focus on monitoring key locations at risk of landslides, flooding, and flash floods; assign forces to be on duty, prepare materials, equipment, and command with the motto "4 on-site", ready for special situations.

Regarding the disbursement of public investment capital, he requested localities to continue to speed up progress, remove obstacles in the process of implementing disbursement procedures, and update reports promptly. Agencies and units review and synthesize contents related to mechanisms and policies to facilitate the process of capital payment and settlement, strive to complete the public investment capital disbursement plan for the period 2021 - 2025; and deploy the public investment capital disbursement plan for the next period.

Continue to reorganize public service units, state-owned enterprises, and organizations within the state administrative system in the spirit of speed, stability, and efficiency. Closely follow the steps and contents of provincial planning tasks and general urban planning; report on land use of projects that have selected investors. At the same time, resolutely handle production facilities in craft villages that cause serious pollution; focus on resolving waste backlog in residential areas; promptly implement the school milk program and the Resolutions issued by the Provincial People's Council; ensure conditions for educational, medical, and cultural facilities...
