Preparing for the Parliamentary Forum on Supreme Oversight

Briefly presenting the Report on the organization of the National Assembly's Supervisory Activities Forum, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong stated that the organization of the Forum is very necessary to continue to closely follow the direction of innovation in supervisory activities according to the Resolution of the Central Committee and the Project, Conclusion of the National Assembly Party Delegation on innovation in supervisory activities of the National Assembly; comprehensively assess supervisory activities in the past time to propose solutions to improve the effectiveness and efficiency of the National Assembly's supervisory activities in the coming time and accompany the Government to build and develop the country. At the same time, the opinions and discussions at the Forum will be a useful source of information providing more scientific and practical arguments to amend and supplement the Law on Supervisory Activities of the National Assembly and People's Councils. The requirements for preparing and organizing the Forum must ensure practicality, efficiency, thoughtfulness, science, safety and economy.

Regarding the topics and themes of the Forum, the Secretary General of the National Assembly plans to submit two options to the National Assembly Standing Committee for consideration and selection. Specifically, Option 1 with the theme "National Assembly supervision for creation and development", includes: Topic 1: National Assembly supervision through questioning, answering questions and explaining activities; Topic 2: National Assembly supervision of the implementation of National Assembly resolutions on socio -economics, contributing to the development of digital economy, green economy and circular economy.

Option 2 with the theme: "National Assembly supervision to promote democracy and control state power", including: Topic 1: National Assembly supervision of the implementation of the policy of decentralization, delegation of power and control of state power; Topic 2: National Assembly supervision of the promotion of democracy and the implementation of voters' opinions and recommendations.

The Secretary General of the National Assembly proposed choosing Option 1 to suit the context as well as the actual situation at home and abroad.

The Standing Committee of the National Assembly basically agreed with the organization of the Forum and considered this a new initiative, very suitable for the important function of the National Assembly which is supervision. Besides, it also meets the requirements of innovation, improving the quality and efficiency of the National Assembly's activities, including supervision activities. Members of the Standing Committee of the National Assembly also agreed with Option 1 on the theme of the Forum, which is "National Assembly supervision for creation and development".

Commenting at the meeting, National Assembly Chairman Tran Thanh Man stated that the 15th National Assembly has organized forums, seminars and conferences that have had a widespread impact on society and attracted the attention of voters and people. This forum is an appropriate activity to enhance the National Assembly's supervisory work, in line with the National Assembly's functions of legislation, supreme supervision and decision-making on important issues of the country.

The National Assembly Chairman emphasized that the preparation work must be thorough and appropriate to the actual situation of the National Assembly agencies; large-scale, wide-ranging, comprehensive, and inclusive, in which the content of the Forum must also be carefully calculated and discussed, focusing on core issues that need to be resolved. Through the Forum, specific and valuable recommendations must be made for supervision work; ensuring the practicality and feasibility of solutions for the country's socio-economic development. The National Assembly Chairman also noted that the funding source must be guaranteed to be spent correctly, sufficiently, openly, and transparently.

Also at the meeting, the National Assembly Standing Committee considered and decided on adjusting the medium-term public investment plan of central budget capital for the period 2021 - 2025 of ministries, central agencies and localities; completing investment procedures for projects expected to allocate sources of increased revenue, cut and save central budget expenditure in 2021 remaining after implementing the policy of supporting house rent for workers of the Socio-Economic Recovery and Development Program.
