Hanoi People's Council meets to consider 4 groups of key and urgent issues

VTV.vn - The Hanoi People's Council opened its 5th thematic session in 2025, focusing on discussing and resolving 4 groups of issues of key significance to the development of the capital.

On the morning of September 29, the 26th session (special session) of the Hanoi People's Council, term XVI, 2021 - 2026, opened. Attending the session were: Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh; Standing Deputy Secretary of the City Party Committee Nguyen Van Phong; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan; along with leaders of the City People's Council, representatives of agencies and departments.

In his opening speech, Chairman of the City People's Council Nguyen Ngoc Tuan emphasized that the thematic session was held to promptly consider and resolve major, important and urgent issues under the authority of the City People's Council, ensuring smooth and effective operation and development of the capital, best serving the people and businesses.

Perfecting the two-level local government model

After nearly 3 months of implementing the 2-level local government model from July 1, 2025, many problems from the grassroots have been focused on solving. However, there are still points that need to be adjusted and supplemented for synchronization and unification. This session will resolve 4 core contents including: decentralization of revenue sources and expenditure tasks between budget levels; Amendment and supplementation of a number of contents on budget expenditure allocation norms when implementing the 2-level local government model; Resolution stipulating a number of regimes and expenditure levels serving the activities of the City People's Council and communes and wards; Regulations on the delegation of authority to handle administrative procedures of the Chairman of the People's Committee to civil servants of communes and wards in the city.

The Chairman of the City People's Council emphasized, "These are important and urgent contents to promptly remove obstacles and difficulties, meet the practical requirements of the two-level local government, ensure smooth, effective and efficient operations, and best serve the people and businesses."

Implementing the Capital Law 2024

The City People's Council continues to consider 8 important resolutions to concretize the Capital Law, especially the mechanisms and policies to promote science, technology, and innovation. This is a step to effectively implement Resolution No. 57-NQ/TW of the Politburo on the development of science, technology, innovation, and national digital transformation.

During the preparation process, the Standing Committee of the City People's Council directed close coordination between the Committees and relevant agencies; at the same time, the City Fatherland Front Committee organized social criticism with contents that had far-reaching impacts. Thanks to that, the policies presented at the meeting were guaranteed to be of high quality, practical and effective.

Adjusting public investment and infrastructure connection plans

One of the key contents is the adjustment of the public investment plan for 2025 and the update of the medium-term plan for 2021-2025. In particular, the meeting will discuss investment policies for key transport projects: the route connecting Gia Binh airport to Hanoi, and the project connecting Ring Road 4 with Ring Road 5.

According to the Chairman of the City People's Council, these are important projects that not only promote the disbursement of public investment capital, but also create momentum for regional connectivity, expand development space, and contribute to making the capital city make a strong breakthrough in the coming time.

Practical mechanisms and policies on social security

In addition, the meeting also considered resolutions related to mechanisms and policies in the fields of traffic and justice; and discussed the level of expenditure to support forces on duty to ensure security and order at the grassroots level. These are policies that have a direct impact on social life, and are expected to improve management efficiency and enhance safety and peace for the people.

At the end of his speech, Chairman of the City People's Council Nguyen Ngoc Tuan asked delegates to focus on research, discussion, and contribute many ideas so that the resolutions will be issued soon and put into practice, promoting practical effectiveness, meeting the requirements of sustainable development of the capital.
