On this occasion, Hanoi Moi Newspaper reporter interviewed Head of Emulation and Rewards Department ( Hanoi Department of Home Affairs) Nguyen Cong Bang about the results achieved in the period of 2020-2025 and solutions to continue making the patriotic emulation movement a great driving force for building and developing the Capital.

Substantial and effective emulation movement

- Can you give readers general information about the implementation of the patriotic emulation movement in Hanoi in the period of 2020-2025, a period with many difficulties and challenges such as the Covid-19 pandemic and economic fluctuations?

- The period of 2020-2025 is a period of great changes. Right from the beginning of this period, the Covid-19 pandemic broke out, forcing the city to focus many resources on disease prevention and control; followed by the process of economic and social recovery and development; especially the work of reorganizing the apparatus in 2025. These three groups of contents have a great impact on emulation and reward work, requiring synchronous, flexible and timely implementation.

Hanoi has effectively implemented emulation movements to prevent and fight the epidemic with specific and drastic solutions. Thanks to that, the city has quickly controlled the epidemic, shifted to economic recovery and development, and has been highly appreciated by the Central Government and awarded many medals and certificates of merit in the work of preventing and fighting the epidemic.

- In your opinion, what are the outstanding emulation movements that have contributed to the overall development of the capital in the past 5 years?

- Regarding socio-economic development, the city has launched many movements such as: Emulation in administrative reform, application of information technology, digital transformation; movement "All people join hands to build new rural areas". Hanoi has mobilized large resources, applied many specific solutions and replicated effective models. Thanks to that, Hanoi is one of the few localities to reach the new rural area finish line one year ahead of schedule, and was awarded the First Class Labor Medal by the President .

The movement “Capital Enterprises Integration and Development” has also achieved many positive results. The city continues to promote this movement in conjunction with Resolution No. 68-NQ/TU dated May 4, 2025 of the Politburo on private economic development. Thereby, many enterprises are supported to apply technology, improve management capacity, contribute to economic growth and ensure social security. The number of newly established enterprises increases every year.

The “Capital Innovation Initiative” movement has also been widely deployed. In particular, after the Capital Law was promulgated, Hanoi launched a movement to compete to effectively implement this law. The city has issued many resolutions, mechanisms and specific policies to institutionalize the Capital Law, creating conditions for people and businesses to benefit from breakthrough policies.

Over the past years, Hanoi's socio-economic targets have been achieved and exceeded. In the last two years, the city has led the country in many targets such as: Budget revenue, foreign investment attraction...

In the field of social security, the most prominent are the emulation movements to prevent and fight the Covid-19 pandemic; hunger eradication and poverty reduction; eradication of temporary and dilapidated houses... By 2024, Hanoi will have no poor households according to national standards, completing the plan one year ahead of schedule. Per capita income has increased gradually over the years. Social security campaigns are organized systematically and effectively.

Notably, 2025 is the year the whole country implements the policy of streamlining the apparatus. Hanoi launched an emulation movement to effectively implement the Central Government's policy and motivate cadres, civil servants and public employees. Hanoi is the locality with the largest number of units to be reorganized in the country, but the reorganization was carried out scientifically and effectively, the units went into operation immediately and were highly appreciated by public opinion.

- Can you tell us about the highlights of the work of discovering, fostering and replicating advanced models, "good people, good deeds" in recent times?

- With the responsibility of being the agency assisting the city in emulation and commendation work, the City Emulation and Commendation Board always identifies key points to focus on searching, fostering and replicating typical models. The movements all have specific targets and tasks; clear implementing units; and are regularly inspected and urged.

The new point of the thematic emulation movements in the period of 2020-2025 is the direct assignment to departments and branches as standing agencies, linking emulation movements with professional tasks. Thanks to that, the discovery of typical examples becomes more substantial and effective.

Continue to foster and replicate advanced models

- Sir, what are the new points in the preparations for the organization of the City Patriotic Emulation Congress for the period 2025-2030 compared to previous terms?

- The City Patriotic Emulation Congress is scheduled to take place on the 71st Anniversary of the Capital Liberation (October 10, 1954 - October 10, 2025), at the Vietnam - Soviet Union Friendship Cultural Palace, with about 1,200 delegates. The Congress has the theme "Solidarity, innovation, creativity, emulation to build a civilized, modern, happy Capital".

The new point is that at the Congress, there will be no summary report reading, instead, a report will be shown to highlight typical models and individuals. The Congress will combine exchanges with advanced models to honor contributions, models, good practices...

- What criteria are used to select typical and advanced collectives and individuals to be honored at the Congress, sir?

- The Patriotic Emulation Congress is calculated for a 5-year period. But Hanoi is a little different from other provinces and cities in that the Emulation Congress is associated with the "Good people, good deeds" movement and is carried out annually. Thus, the Patriotic Emulation Congress of Hanoi city both commends and honors advanced models of the 2020-2025 period and commends and honors good people and good deeds of 2025.

The city selects according to the following criteria: These individuals must comply well with the Party's policies and the State's laws; have dedication, prioritize those with long-term dedication, continue to contribute after being rewarded; prioritize direct workers... Along with honoring 10 Outstanding Capital Citizens in 2025, the city selected 15 examples out of 300 examples of good people and good deeds in 2025, to commend at the Congress.

This is also a special congress as no paper documents are used; the gift for delegates attending the congress is a digital picture frame, which contains all the information of the congress documents and the content of Hanoi's emulation movement through the stages.

- From the results that Hanoi city achieved in the period of 2020-2025, can you share about the orientation and key contents of the emulation movement in the upcoming period?

- In the next 5 years, the emulation movement and reward work need to continue to innovate, promote the strength of the great national unity bloc and the entire political system; become a great driving force to build the capital Hanoi "Cultured - Civilized - Modern", exemplary, leading in the new era - the era of national growth; become the center, the driving force to promote the development of the Red River Delta, the key economic region of the North and the whole country; deeply integrate internationally, have high competitiveness with the region and the world, strive to develop on par with the capitals of developed countries in the region...

After the Law on Emulation and Commendation (amended) was issued and took effect from January 1, 2024, Hanoi has urgently built and perfected institutions suitable to the city's socio-economic development characteristics in the 2025-2030 period, in conjunction with the Central Resolutions. The city will launch movements in conjunction with specialized agencies to ensure quality; at the same time, continue to foster and replicate advanced models, promptly honoring businesses and households with good economic performance.

In particular, the Emulation and Rewards Committee will organize comprehensive training for staff working on emulation and rewards at all levels. Rewards must truly become a "lever" to promote the emulation movement. We are developing projects to improve the quality of guidance, detection and replication of typical examples in the period 2025-2030.
